This recruitment is for one position with the Service Area Office (SAO) East, Network Contracting Office (NCO) 1 located at Newington, CT; West Haven, CT; Togus, ME; Bedford, MA; Brockton, MA; Northampton, MA; Manchester, NH; Providence, RI or White River Junction, VT . This position provides highly technical support to the Network Contracting Office (NCO) by providing a variety of services in such areas as program analysis, coordination with clinical and administrative programs, computer systems liaison, and training. Incumbent is responsible for orientation of new employees to NCO software applications, databases and functions.
Incumbent will also be the point of contact for all questions from existing staff regarding software applications, databases, and functions.
Incumbent will develop expert knowledge in eCMS, FPDS, PPIRS, IFCAP, as well as future acquisition related applications, and be a resource for addressing questions and training needs for the NCO. Ensures operation of an effective system of internal controls by periodically reviewing internal control measures and initiating needed revisions on at least an annual basis.
Assists Office of Information & Technology (OIT) and other program officials in resolving systems problems to minimize the number of rejected contracts, amendments, and orders VISNwide. Incumbent is the Automated Data Processing Applications Coordinator (ADPAC) for the NCO1. Develops programs to support computer-enhanced systematic internal reviews. These programs are broad-based and comprehensive analysis on a wide variety of Network Acquisition Program functions and are to be conducted on a systematic basis.

PHYSICAL REQUIREMENTS: Work is primarily sedentary with occasional walking, bending, standing, and carrying of light items.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-11 position you must have served 52 weeks at the GS-09 level.
Specialized Experience (GS-09):
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and ability to apply analytical and evaluative methods and techniques to issues, Ability to perform administrative, clerical and office automation utilizing a variety of methods and processes including software applications, databases, and functions, Ability to apply skill and knowledge to routine and non-routine assignments; and to adherence to basic policy and instruction and the ability to organize, coordinate and prioritize simultaneous work assignments.
Specialized Experience (GS-11):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Retrieving, entering, and coordinating information through the electronic contract management system (eCMS), integrated funds distribution, control point activity, accounting, and procurement (IFCAP) system, federal procurement data system-next generation (FPDS-NG), National Logistics Database using Proclarity, or any other automated system, either existing or new, that relates to and is used in operations. Developing and/ or coordinating, and compiling statistical and informational data. Providing orientation to new employees to software applications, databases and functions.
Providing training to individuals, groups, and to new users of automated systems. Serving as an Automated Data Processing Applications Coordinator (ADPAC). Developing and/ or coordinating, and compiling statistical and informational data.
