Responsibilities

The incumbent of this position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business office and affects programmatic changes at the facility level. The incumbent coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance.

The incumbent conducts business process modeling, projects and studies that impact on the overall functions or the services in such areas as, policy development and implementation, work methodology, processes, streamlining, etc. Manages complex service packages, requiring a high level of knowledge, experience and training.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To meet the minimum qualifications for this position at the GS-9 grade level, you must meet one of the following:

One (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service. Examples of specialized experiences are: independently develop plans and schedules; development of tools and training guides; dealing with complex issues with a variety of officials within a health care organization; provide support to system users; inputting and retrieving data from various health care systems; assisting users with technical requirements for data entry; training others in use of automated systems and software; conduct evaluations of clinical software; assess data to identify, quantify and resolve organizational problems; perform analysis and present recommendations to management; troubleshoot software issues.

Substitution of Education for Experience: Master's or equivalent graduate degree OR I have successfully completed 2 full years of progressively higher level graduate education leading to such a degree OR I have an LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) ~OR~

Combination of Education and Experience: Equivalent Combinations of education and experience may be used at qualify at the GS-9 level. (TRANSCRIPTS REQUIRED)

To meet minimum qualifications for this position at the GS-11 grade level, you must meet on of the following:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
Work is performed in an office setting, mostly sedentary involving sitting at a desk, but it typically requires walking, standing, bending, and employees may carry light items such as books, instruments, lap tops and other similar materials.

Typically, the work place is hazard-free, not requiring any special clothing or equipment. There may be required within the health care system, locally and nationally.
