The employee serves as a subject matter expert on claims processing software and applications and data administration. The Program Application Specialist plays a key coordination role between application developers/owners and business users, and must have a comprehensive understanding of CAR business processes and software capabilities including data repositories, metrics, and improvement efforts.

Responsibilities

  • Designs new and changing system and application requirements based on changing legislation or organizational improvements efforts

  • Develops training and software implementation projects

  • Prepares various types of reports and briefings on application functionality and performance

  • Develops reporting solutions for data requests and leadership updates, and assist in administering data governance for CAR organizational business intelligence

  • Develops reporting solutions for data requests and leadership updates

  • Analyzes new policies, process changes, or legislation to determine necessary system functionality changes

  • Knowledge of the claims processing functions and standard operating procedures

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2018.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. The grade may have been in any occupation, but must have been held in the Federal service.

  • An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials

  • Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

GS-09:

  • Coordinates ongoing data collection and analysis to determine organization performance

  • Coordinates with management and other program/activity/function to analyze, update or improve claims processing software

  • Researches and resolves issues with agency software and applications.

  • Analyzes, updates, or improves claims processing software by coordinating with management and others

  • Designs new and changing system and application requirements based on changing legislation or organizational improvement efforts

GS-11

  • Displays comprehensive knowledge of IT software systems for managerial, financial, logistics, capital asset management database, input/retrieval/reporting in regards to agency business policies/ procedures

  • Provides continuous business oversight for a variety of software programs integral to the overall administration, operations of the business and effects programmatic changes

  • Applies expert knowledge of FBCS and other databases to support CAR operations and business process improvement efforts

  • Subject matter expert in software and business processes

  • Skill to favorably interact with a wide range of individuals, subordinate financial staff to program officials when exchanging or presenting information or when interpreting policies and procedure

  • Knowledge of the claims processing functions and standard operating procedures

  • Gathers, assembles, consolidates and analyzes facts; drawing conclusions.

Education:

Applicants may substitute education for the required experience. To qualify based on education for the below grade levels, 9 or 11 respectively.

(GS-09) -Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or a LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts.

(GS-11) -Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or LL.M., if related NOTE: You must submit a copy of official transcripts.

Combination:

(GS-09)- A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.

Physical Requirements:
This work is primarily sedentary but may require the employee to carry light loads or drive a motor vehicle. No physical effort or ability is required to conduct this work. The work is usually accomplished while seated at a desk.
