Position Summary

Program and Policy Analyst- Advanced is responsible for research, analysis, and development of policies, procedures, and protocols related to child protective service (CPS) delivery from time of initial referral through case closure. This position will prepare complex and specialized practice analyses on areas related to child protective services for county agencies, tribal child welfare agencies, and federal liaisons.

The position also is responsible for reviewing and analyzing federal and state legislation, policies, and data regarding CPS practice and outcomes. This includes assessing promising and evidence-based CPS practices and programming to develop recommendations to improve the state's CPS system. This position will provide technical assistance and consultation to local child welfare agencies. In fulfilling these responsibilities, the incumbent regularly consults with key department staff, colleagues from local and tribal child welfare agencies, and from other key stakeholders, including representatives from agencies, such as the Department of Health Services, Department of Public Instruction, the Department of Justice, and the Federal Children's Bureau.

This position will lead or collaborate with other staff in the Child Welfare Program & Policy Section to carry out responsibilities related to the development, implementation, monitoring, and outcome evaluation of the CPS practice standards and programs, which include Wisconsin's Access, Initial Assessment, Safety Intervention, and Ongoing Standards. Responsibilities also include providing assistance in the development and implementation of technical assistance, training, and monitoring of processes to assure effective implementation of the state's CPS standards and child welfare programs at the local agency level. The position has responsibility for advising and assisting in development and implementation of CPS-related training with Wisconsin's Child Welfare Professional Development System (WCWPDS).

Salary Information

The starting salary is between $35.00 and $39.00 per hour ($72,800 and $81,120 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment.

The pay schedule/range is 07-03. A one-year probationary period may be required. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications

Minimally qualified applicants will have:

  • Experience working with child welfare, child protective, and/or youth justice services;

  • Experience coordinating programs and/or projects (organizing and leading workgroups, developing and implementing programs, developing timelines and/or workplans, monitoring programs, etc.);

  • Experience communicating both in writing and through presentations to a variety of audiences.

Well-qualified applicants will have:

  • Experience interpreting and explaining child welfare related statutes, policy and rules/regulations at the State or Federal level;

  • Experience gathering, analyzing and presenting data (knowledge of data software such as eWiSACWIS, Excel, Tableau, etc.);

  • Experience leading new initiatives, including building budgets, coordinating implementation, and creating communication plans.
