Responsibilities

WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? Management and Program Analysts (Financial Reporting) serve as staff analysts and advisors to management concerning financial reporting issues, responsible for planning, analyzing, evaluating, and improving the effectiveness of administrative operations or programs. In this position, you will conduct studies and projects to resolve financial problems, improve effectiveness, and efficiency of administrative support programs. You will also be required to use technical knowledge of financial policies and procedures to meet the needs and gain the acceptance and cooperation of multiple levels of organizational leadership.

As a Management and Program Analyst you will:

  • Perform operational reviews and provide guidelines pertaining to the effectiveness of complex financial reporting program operations.

  • Conduct detailed financial reporting analysis recommending modifications to procedures, program guidelines, project objectives, operations, and resources.

  • Identify trends and procedural problem areas, evaluating findings and impact of regulatory changes and practices to recommend the correct course of action.

  • Analyze and synthesize information available from various databases and programs to assist senior management in planning, formulating, and executing various actions and projects.

  • Advise management on costs and benefits of improving program performance, maintaining an environment committed to teamwork and quality, and recommending action plans for increasing financial integrity.

  • Participate in meetings, task forces, and conferences with other analysts and managers providing guidance and assistance with complex financial projects and programs.

  • Monitor the results and effect of procedural and system changes within the Internal Revenue Manual to ensure quality assurance

GS-09 LEVEL: You must have1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: demonstrating knowledge of functional programs, operations and processes sufficient to perform studies and evaluate program operations; Experience that demonstrated knowledge of analytical and evaluative methods and techniques and management and organization principles for assessing program development or execution and improving organizational effectiveness and efficiency; Skill and ability in applying basic reporting (i.e., financial reporting), fact-finding and analytical techniques to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing; Ability to present data, interpretations and conclusions in a clear, concise and logical manner.

OR

You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work.

OR
2 full years of progressively higher level graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work.

OR

LL.B. or J.D., if related.

GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: demonstrating knowledge and skill in applying analytical and evaluative techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of program operations; Experience should include recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Experience using knowledge of work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., financial reporting issues); Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate. OR

You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work. OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work. OR

GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: demonstrating knowledge of a wide range of evaluative and analytical methods and techniques and management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising financial methods and developing new approaches and analyzing detailed findings; Experience using knowledge of budgetary methods and techniques to prepare analyses and estimate resource needs; Experience working with functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex financial projects and studies; Knowledge and skill in oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations, as well as, written communication techniques to prepare project papers, financial reports, manuals, and directives.

GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating extensive knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative and management and organizational techniques, systems, and procedures to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; Experience includes project management techniques to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include knowledge of budgeting methods and techniques to prepare analyses and estimates; and knowledge and skill in oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations as well as, written communication techniques to prepare project papers, reports, manuals, and directives.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

The objective of the task is to maintain services critical to the mission of ISD. Work with appropriate personnel to research and resolve time and attendance payroll issues. * Coordinate and facilitate the day to day administrative operations of the Division: * coordinate and submit documentation/requests for services to various components of CDC; * provide advice and assistance in the planning, developing and managing of administrative requirements for ISD; * identify internal administrative process improvements and make recommendations to Technical Monitor for implementation; and * coordinate and respond to various agency inquiries and data collection requests. * Supporting the NCIRD business operations and Information Technology projects, managing the existing and growing requirements to sustain efficient and effective operations.
