Job Summary: This position functions as a junior level position within the Homeland Security and Emergency Management Agency (HSEMA), Finance Bureau (FB). HSEMA's mission is to lead the District's effort to prevent, protect against, respond to, and recover from natural and man-made emergencies.

HSEMA assumes the continuity of government during and following a major disaster. This is accomplished in partnership with District, federal, regional, and private sector agencies. HSEMA's FB serves as the central hub for all of the agency's fiscal and administrative matters. The incumbent works under the general supervision of the Finance Bureau Chief, who delegates authority, outlines scope of responsibility and provides the necessary guidelines for the overall program and administrative procedures and policy requirements for the daily management of the office.

Duties and Responsibilities: Plans, develops, and conducts program analyses of moderate scale and impact, concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives.

Develops, maintains, and monitors projects, and integrated reporting system(s) affecting program(s) throughout the activity. Communicates information to supervisor for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for presentations and briefings.

The incumbent will be responsible for obtaining program supplies, procurements and services in the most cost-efficient manner. Will monitor program procurements, blanket purchase orders, credit card funds, and other obligating and funding documents.

He/She will also be responsible for distributing, interpreting, and establishing policies and procedures for staff to follow in securing program administrative services, including submission of proper documents for travel and procurement of supplies, equipment, and contractual services. Incumbent will also assist with the formulation and presentation of program budgets and supporting documents regarding financial allocations, expenditures and accountability for all federally funded grants, revenues, local funds, intra-districts, and other program, fiscal and programmatic initiatives.

Qualifications and Education: This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position.

A college degree in political or social science, homeland security, or any related field desired. A minimum of one (1) year of experience working in a related field is desired. Work is performed with a high degree of independence; however, supervisory guidance is sought in novel situations and/or when approval of the supervisor is required.

Licensures and Certifications requirements: Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency manager or state-level emergency management certification.

Work Conditions/Environment: The incumbent will generally work in office settings with local travel. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Tour of Duty: 8:30am - 4:30pm Monday-Friday

Pay Plan, Series and Grade: CS-0301-11 (Grant Funded-13 Month Term Appointment)

Collective Bargaining Unit: This position is a part of the Collective Bargaining Unit (CBU) and you may be required to pay month dues.

Promotion Potential: No Known Promotion Potential

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District's overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
