Job Summary

This position is located in the Division of Policy, Program Development, Training and Quality Assurance (DPTQA), within the Department of Human Services (DHS), Economic Security Administration (ESA). ESA is responsible for administering public assistance programs in the District of Columbia, including but not limited to, Temporary Assistance for Needy Families (TANF), Medical Assistance (MA), and Supplemental Nutrition Assistance Program (SNAP) formerly Food Stamps, etc. The mission of the D.C. Department of Human Services is to empower every District resident to reach their full potential by providing meaningful connections to work opportunities, economic assistance, and supportive services.

The program analyst primary responsibility will be to analyze current and proposed operating program(s) to evaluate their actual or potential effectiveness in achieving objectives, monitoring projects and special assignments.

Duties and Responsibilities

Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities. Provides technical assistance in the design, development and implementation of improved program designs/operations.

Reviews and analyzes planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concerns.

Develops, recommends and implements policies for corrective actions, necessary to remedy deficiencies in program areas. Plans, develops and implements a system for obtaining and providing data required by the agency/department for long-range planning and projections and that which is needed for evaluation of day-to-day operations.

Develops cost analyses of projects, performs cost benefit or economic evaluations of current or projected program(s). Forecasts and estimates requirements, and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. Participates in the conceptualization, design, refinement, and implementation of program or office planning, development, review, and evaluation systems.

Defines new program needs, considering such factors as the impact on social, economic and other conditions. Recommends the establishment of new and/or revised policies, procedures and other documentation, as the need arises, to more effectively meet the goals and objectives. Makes recommendations to get the program and operation in compliance. Reviews legislation and ensure that program(s) are in compliance with the federal regulations.

Qualifications and Education

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is not in a collective bargaining unit.

Position Designation: This position has been designated as Security Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.

  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.

  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.

  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
