Job Summary

This position is located in the Department of Employment Services (DOES), Division of State Initiatives. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.

Duties and Responsibilities

Provides critical analyses and evaluations of the actual or potential effectiveness of current and/or projected program activities. Provides technical assistance in the design, development, and implementation of improved program designs/operations.

Review and analyze planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concern.

Develops, recommends, and implements policies for corrective actions, necessary to remedy deficiencies in program areas. Evaluates work processes and make recommendations for effective organizational changes. Conducts fact-finding and investigations into more effective and efficient ways of managing the organization's work.

Reviews internal processes and procedures, making recommendations for improvements to promote efficiency, effectiveness and cost savings. Plans, develops, and implements a system for obtaining and providing data required by the department, offices, and its units for long-range planning and projections and that which is needed for evaluation of day-to-day operations. Develops life cycle cost analyses of projects or perform cost benefit or economic evaluations of current or projected programs.

Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. Participates in the conceptualization, design, refinement, and implementation of program planning, development, review, and evaluation systems. Defines new program needs, considering such factors as the impact on social, economic, and other conditions.

Recommends the establishment of new and/or revised policies, procedures, and other documentation, as the need arises, to more effectively meet the goals and objectives. Makes recommendations to get the program and operation in compliance.

Reviews legislation and ensures that program(s) are in compliance with federal regulations. Participates in the development of the comprehensive agency plan, and in coordination of office operational planning and grant applications within the agency. Provided technical assistance and review for office-level program plans.

Prepares program development projects including proposal writing. Provides coordination and technical assistance on program development projects. Conducts continuous review and analysis of current or proposed programs and related administrative and financial activities; determines, through comprehensive assessment, effective utilization of resources at the program level; identifies program strengths and deficiencies; and recommends changes or corrective action relative to program design, policies, procedures, and operations.

Prepares or edits documents that explain procedures, trains staff in new procedures, and conducts reviews to check that the procedures are working. Coordinates agency policy, plans, and programs with the activities of other public and private community organizations through committee representation; individual conferences; or through review and reaction to proposals submitted by other agencies and groups. Performs work on special assignments in functional areas of responsibilities, including response coordination to internal and external customer information requests, report compilation and preparation, and related requests.

Meets with agency officials and managers to provide advice, guidance, and technical assistance to programs in the development of review indicators. Reviews, analyzes, and evaluates program operations, proposals, reports, and other action documents prepared for the Director's approval and signature. Such reviews focus on the substance of the documents and management recommendations, their compliance with Departmental objectives and their implication with respect to program policy and operations.

Qualifications and Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is not in a collective bargaining unit.

Position Designation: This position has been designated as protection sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
