As a Program Analyst (UX/UI Designer) at the GS-0343-11 with a full performance level of GS-12, you will be part of Human Resources Solutions (HRS), Federal Staffing Center (FSC), USAJOBS Program Office, Office of Personnel Management.

You will serve as a User Experience/User Interface (UX/UI) Designer to improve the usability, usefulness, and desirability of websites and applications in collaboration with other UX/UI Designers, Project Managers, Information Architects, and Content Strategists.

Responsibilities

  • Develops graphic materials, website content and other media deliverables including field of composition, cover execution, layout and paste-up of text and illustrations for publications, templates, slides, charts, graphs, and other materials.

  • Develops and support usability testing efforts to include test scenarios and other relevant test tools, recruitment of test participants, and coordination of overall testing at various facilities and/or online.

  • Conducts and facilitates UX/UI design methods to uncover meaningful insights that drive great design and innovation in the federal government.

  • Utilizes usability tools and research methods to provide actionable insights that drive future design improvements while cultivating an environment of sustained creativity within the USAJobs program.

  • Directly facilitates problem-solving sessions, human-centered design immersion projects, design sprints, and other meetings and sessions as needed.

Qualifications

For the GS 11: You must have one of the following:

  • One full year of specialized experience comparable in scope and responsibility to the GS-9 level in the Federal service (obtained in either the public or private sectors). Such experience includes: 1) participate in ideation sessions using human-centered design tools to build thinking teams; 2) assist in design synthesis to make sense of qualitative data to uncover latent user needs or insights; 3) contribute to the development of a design project problem statement to focus the research; 4) develop design wireframes, mock-ups, and high fidelity prototypes using industry standard tools (e.g. Adobe Illustrator, Sketch, InVision, etc.); and 5) conduct user research through contextual interviews and synthesizing the data to present findings and recommendations. (Note: your resume must fully support this response otherwise you will not be rated qualified.)OR
  • Completed a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to a Ph.D. in a field that provided the knowledge, skills, and abilities necessary to perform this work. OR
  • Have a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: Only graduate education in excess of the first two years, beyond the Master's level, may be used to qualify for the GS-11 level.
