Tetra Tech AMT is looking for a Program Analyst

Primary job duties and responsibilities may include, but are not limited to the following:

  • Provide project and program analyst support to the FAA Ground Based NavAids team which includes the Instrument Landing System (ILS), VHF Omni-directional Range (VOR), Distance Measuring Equipment (DME) and NextGen DME Programs

  • Develop Acquisition Management System (AMS) required documentation and reports, such as:

  • Functional Analysis

  • Shortfall Analysis Report

  • Concept of Operations (ConOps)

  • Initial Investment Analysis Plan (IAP)

  • Post Implementation Review (PIR) strategy

  • Program Requirements Document (PRD)

  • Implementation Strategy and Planning Document (ISPD)

  • Communications Plan

  • Business Case

  • Create and track Spend Plans for the various programs

  • Track the acquisition goals for the Ground Based NavAids Team. Assist in the completion of project goals

  • Prepare briefings for programmatic and financial reviews in Microsoft Word and PowerPoint

  • Identify, evaluate, and recommend mitigation plans for project risks and execution plans

  • Assist the FAA Contract Officer Representative (COR) with the management of contractor deliverables, Technical Interchange Meetings (TIMs), and procurement activities

  • Prepare cost, schedule, and funding charts as requested by the COR or designee

The successful candidate will have:

  • Minimum 5 years experience performing qualitative and quantitative analyses, including, but not limited to, project planning and execution, life cycle acquisition planning and management, risk analysis and mitigation plan development

  • A Bachelor's degree

  • Skills required to demonstrate Cost/Schedule Controls System Criteria experience for complex programs, specifically knowledge of contractor earned value/performance reporting and analysis

  • Demonstrated experience with work breakdown structures, cost accounting principles, schedule development and analysis, earned value measurement, and technical performance measurements required

VIEW JOBS 12/13/2018 12:00:00 AM 2019-03-13T00:00 Kenjya-Trusant is seeking a candidate to fill the role of Program Analyst to efficiently and effectively support the Office of Assistance for Africa in the Bureau of Population, Refugees, and Migration (PRM/AFR) of the Department of State.<br />  <br /> <strong>Duties, Tasks and Responsibilities: </strong> <ul> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">The Program Analyst (PA) is responsible (as appropriate with regards to inherently governmental functions) for planning and carrying out the full range of program management support related to PRM’s policies and programs in Africa. This necessitates having substantive knowledge and practical experience in responding to humanitarian situations, including working with international and non-governmental relief organizations, applying internationally-accepted policies on protection and assistance of refugees, reviewing funding appeals and proposals, monitoring and evaluating U.S. government funded programs, and collaborating with other governments to ensure a robust multilateral response to refugee crises.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Acting under the general direction of PRM/AFR’s Deputy Director, the incumbent assumes direct Bureau responsibility for resolving varied administrative problems and management issues involving PRM-funded programs in Africa, with a particular emphasis on PRM grants to non-governmental organizations (NGOs). In this capacity, he/she serves as the primary point of contact in the office for all administrative and management policies related to NGO funding including procedures for issuing Notices of Funding Opportunities (NOFOs), best practices in proposal review, and procedures for finalizing NGO grant documentation.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Monitors and evaluates PRM-funded programs in Africa travelling two times throughout the contract period on three-week long assignments, for a total of six weeks per year.  Prepares detailed trip reports upon completion of travels, recommending follow up action to PRM/AFR to improve protection and assistance to refugees in the countries visited.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Provides in-briefs to all incoming Program Officers and Student Interns about standard procedures for the NGO grants management. These in-briefs cover the full range of activities from the proposal review process, to the funding recommendation memo clearance process, to completion of documentation for final grants processing.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">The incumbent is also responsible for providing administrative and management support services in one or more of the following functional areas: program analysis; program planning; program operations; and/or other related areas. Specific assignments will vary according to the needs of the organization.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Works with PRM/AFR Program Officers on a broad range of policy and program issues and tasks including preparation of briefing materials, fact sheets, funding recommendation memos, congressional correspondence, and annual strategic plans that outline policy and program objectives as well as key diplomatic and program interventions to meet these objectives.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Contributes to the preparation and dissemination of reports, speeches, and briefings that analyze, assess, and report the extent to which PRM-funded organizations are accomplishing their objectives.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Manages AFR input to PRM’s SharePoint site, files, and records, ensuring currency, completeness, and accuracy. Researches and compiles information as requested.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Provides assistance and support for studies and analyses assessing PRM/AFR program strengths and weaknesses, addressing funding issues, identifying new program opportunities, responding to changing regulations and needs, and devising strategies to manage the operational dynamics of the mission.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Reviews all incoming traffic (cables and emails) on African refugee and humanitarian situations and forwards it to appropriate Program Officers with necessary information for follow up action.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Performs other related duties as assigned.</li> </ul> <div style="padding: 0; margin: 0;"> <div style="padding: 0; margin: 0;"><strong>Qualification Requirements: </strong></div> <ul> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Knowledge of PRM goals, objectives, programs and relationships to provide analytical and advisory services that are responsive to the mission requirements of the Bureau.
