The Program Analyst supporting U.S. Coast Guards Financial Management Procurement Services (FMPS) Business Process Re-engineering Team to will assist the client with acquisition, financial/cost analysis and risk assessments for insight into program health and continuity. Federal contracting experience preferred.

Clearance Level: Must be a U.S. Citizen with a DHS clearance called an EOD (Entrance on Duty) clearance; we can maintain a TS clearance; a DoD Secret minimum

Location: On-site in Washington D.C. at Coast Guard headquarters at St. Elizabeths

Essential Duties & Responsibilities:

With a background in federal contracting, the Program Analysts tasks would include though not limited to the following:

  • Will perform day-to-day tasks related to supporting the I-Team BPR program at USCG to include at a minimum:

  • Integrated Master Schedule (IMS) upkeep

  • Project Management Support:

  • Meeting management

  • Document management

  • Program reporting support

  • Integrated Master Schedule (IMS)

  • Individual project plan development and maintenance

  • Sub-team facilitation

  • Meeting management support:

  • Scheduling of focus meetings and execution of activities.

  • support all required meetings and working group sessions by assisting in their organization, coordination, and execution to meet the objectives in this task order. Examples of topics to be covered include, but are not limited to:

  • Financial analysis

  • Cost analysis

  • Statistical analysis

  • Schedule development and analysis

  • Logistics analysis

  • Procurement analysis

  • Document all analysis performed and submit to the Government for review before using the analysis to support a USCG meeting or working group session. The Contractor shall provide direct support during any required work sessions. Examples of tasks may include:

  • Preparing agenda items, attending and supporting meetings, briefings, and IPTs

  • Recording action items and developing meeting minutes. The minutes shall contain at a minimum the date, time, location, duration, list of attendees, summary of discussion topics, decisions, and actionable items.

  • Preparing multi-media presentations, briefings and reference materials

  • Updating project plans and documentation

  • Reviewing and drafting documents and reports

  • Managing project information and copy capabilities

  • Maintain the correspondence library

  • Update and create workflow diagrams, organizational charts as needed

  • Track and print schedules of Program and Project reviews

  • Provide technical writing and editing support for drafting and issuing FMPS/BPR Team routine correspondence and messages in accordance with the latest series of the USCG Correspondence Manual and other inter-directorate or office requirements.

  • Review reports and submit recommendations to improve accuracy and clarity.

  • Support the FMPS/BPR Team with the drafting of routine letters, memos, e-mails and digests. These program-related products are expected to require research, input and coordination to complete. The format shall be in accordance with the latest series of the USCG Correspondence Manual. It is anticipated that no more than fifty two (52) articles of correspondence are expected to be supported in any 12-month period of performance with a maximum frequency of two (2) articles per week. A lead-time of one week will be provided in most cases.

  • Conference and meeting minutes:

  • Generated meeting minutes shall contain: date, time and duration of meeting; an accurate list of attendees and; line item summary of discussion topics, discussions resulting in any decisions; and all actionable items.

  • Provide meeting minutes to the COR for review within two (2) business days of meeting completion or the next business day if over a weekend or federal holiday.

  • Once approved, the Contractor shall disseminate meeting minutes via e-mail to all attendees within two (2) business days.

  • May apply a variety of software, service, or products. Frequently concentrates on collecting and analyzing data and developing decision support materials.

Education and Experience:

A Bachelors Degree Required and 5 years of relevant federal contracting experience or Masters degree and 2-3 yrs relevant experience:


  • Smart, adaptive, hard-working person who is a quick learner; Metrics experience preferred (emphasis on excel pivot tables)

  • Proficient is MS Outlook, MS Word, MS PowerPoint, MS Excel and MS Project (Added Plus)

  • Structured, Organized

  • Strong Written and Verbal Communication

  • Be able to multi-task in a tight deadline mission critical environment

VIEW JOBS 12/10/2018 12:00:00 AM 2019-03-10T00:00 <p>Strategic Solutions International is seeking a candidate to fill the role of Program Analyst to efficiently and effectively support the Office of Assistance for Africa in the Bureau of Population, Refugees, and Migration (PRM/AFR) of the Department of State. Duties, Tasks and Responsibilities: </p><p> The Program Analyst (PA) is responsible (as appropriate with regards to inherently governmental functions) for planning and carrying out the full range of program management support related to PRM’s policies and programs in Africa. This necessitates having substantive knowledge and practical experience in responding to humanitarian situations, including working with international and non-governmental relief organizations, applying internationally-accepted policies on protection and assistance of refugees, reviewing funding appeals and proposals, monitoring and evaluating U.S. government funded programs, and collaborating with other governments to ensure a robust multilateral response to refugee crises.</p><p> Acting under the general direction of PRM/AFR’s Deputy Director, the incumbent assumes direct Bureau responsibility for resolving varied administrative problems and management issues involving PRM-funded programs in Africa, with a particular emphasis on PRM grants to non-governmental organizations (NGOs). In this capacity, he/she serves as the primary point of contact in the office for all administrative and management policies related to NGO funding including procedures for issuing Notices of Funding Opportunities (NOFOs), best practices in proposal review, and procedures for finalizing NGO grant documentation.</p><p> Monitors and evaluates PRM-funded programs in Africa travelling two times throughout the contract period on three-week long assignments, for a total of six weeks per year. Prepares detailed trip reports upon completion of travels, recommending follow up action to PRM/AFR to improve protection and assistance to refugees in the countries visited.</p><p> Provides in-briefs to all incoming Program Officers and Student Interns about standard procedures for the NGO grants management. These in-briefs cover the full range of activities from the proposal review process, to the funding recommendation memo clearance process, to completion of documentation for final grants processing.</p><p> The incumbent is also responsible for providing administrative and management support services in one or more of the following functional areas: program analysis; program planning; program operations; and/or other related areas. Specific assignments will vary according to the needs of the organization. 40k - 50k</p><p> Works with PRM/AFR Program Officers on a broad range of policy and program issues and tasks including preparation of briefing materials, fact sheets, funding recommendation memos, congressional correspondence, and annual strategic plans that outline policy and program objectives as well as key diplomatic and program interventions to meet these objectives.</p><p> Contributes to the preparation and dissemination of reports, speeches, and briefings that analyze, assess, and report the extent to which PRM-funded organizations are accomplishing their objectives.</p><p> Manages AFR input to PRM’s SharePoint site, files, and records, ensuring currency, completeness, and accuracy. Researches and compiles information as requested.</p><p> Provides assistance and support for studies and analyses assessing PRM/AFR program strengths and weaknesses, addressing funding issues, identifying new program opportunities, responding to changing regulations and needs, and devising strategies to manage the operational dynamics of the mission.</p><p> Reviews all incoming traffic (cables and emails) on African refugee and humanitarian situations and forwards it to appropriate Program Officers with necessary information for follow up action.</p><p> Performs other related duties as assigned.</p><p><strong>Requirements</strong></p><p> Knowledge of PRM goals, objectives, programs and relationships to provide analytical and advisory services that are responsive to the mission requirements of the Bureau. This would include the flexibility and capability to analyze and implement PRM/AFR strategies and to manage resources efficiently in order to implementation Bureau goals.</p><p> Must have familiarity and knowledge of refugee and international humanitarian law, policies, and practices relating to refugee protection and the delivery of humanitarian assistance.</p><p> Ability to communicate effectively both orally and in writing to formulate and provide presentations and recommendations, provide advice, defend proposals, write briefing papers and reports, conduct detailed analysis assessments/reports, and negotiate funding agreements. Must be able to articulate Bureau policy and priorities to ensure PRM-funded organizations are complying with the requirements agreed to upon accepting PRM funding.</p><p> The incumbent must have a working level knowledge of USG policies and procedures for funding international and non-governmental organizations. This should include the development of Notice of Funding Opportunities (NOFOs), conduct of proposal review panels, analysis of project budgets, and monitoring and evaluation of USG-funded programs.</p><p> In addition, the incumbent must have familiarity with the structure and functions of the international humanitarian relief community, its principal agencies, and how they interrelate in accomplishing the international objectives of protecting and assisting refugees.</p><p> The ability to plan, organize, and prioritize multiple assignments with tight deadlines that often require coordination with other organizations.</p><p> Proficiency in the use of the Microsoft Office Suite (Word, Excel, PowerPoint, and Access) to collect, organize, prepare, and present information to a variety of audiences.</p><p> The ability to communicate effectively, both orally and in writing, to provide information and assistance, prepare correspondence and reports, explain policies and procedures, participate in meetings, and solve problems.</p><p> Excellent knowledge of PRM operations and overall Africa office priorities.</p><p> Working knowledge of personal computers and general administrative practices</p><p><strong>Benefits</strong></p><p>To be determined.</p><p><br></p><p>This position requires an active Secret clearance.</p> Strategic Solutions International Washington DC
