Responsibilities

  • Assist, research, identify, analyze, update, prepare, develop, coordinate, organize, and review technical updates of the following tasks: performing administrative functions similar in nature to the Program Assistant and analytical functions such as project/program tracking and reporting, data entry, analysis, and documentation; preparing operations/procedures manuals, administrative tracking, program document preparation and presentations, backstop and field support, and program and technical support.

  • Ensure Senior Executive Principals are fully prepared for all engagements to include logistics, briefing materials, background information, and tasks in advance of scheduled commitments. Coordinates with stakeholders to ensure cohesive preparation and follow-up of critical requirements, tasks, meetings, speeches, hearings, and other engagements.

  • Maintain the ME Front Office scheduling system to manage priority meetings and engagements and streamline communication between principals and staff across all offices within the Bureau.

  • Provide program analyses and technical updates on Bureau/Mission program activities to ensure that activities are efficiently and effectively implemented in a manner that achieves the objectives of the U.S. Government.

  • Coordinate key events for the Bureau.

  • Serve as travel arranger for ME Front Office principals, including liaising with the Agency Front Office, M Bureau travel office, and coordinate with Bureau staff and Missions on trip agenda and logistics. Manage passport and visa applications, travel authorizations and vouchers.

  • Research and provide technical support for studies, analyses, and related mission and programmatic support, including administrative and financial tracking.

  • Plan program and development assistance activities, including advising on the preparation of statements of work, project designs, and strategic plans.

  • Conduct analyses of development indicators and trends to support program design and strategy development.

  • Monitor the implementation of program activities with emphasis on identifying constraints, issues, logistical needs, and dependencies of specific inputs.

  • Plan and participate in program assessments and evaluations.

  • Provide technical advice on the feasibility, appropriateness, and value of proposed changes in planned activities.

  • Prepare technical updates, including briefing memorandums on project/program tracking, data analysis, and documentation.

  • Prepare and present program reports, presentations, and success stories.

  • Support USAID liaison and coordination efforts with other donors, NGOs, civil society groups, government officials, USAID staff, and other actors.

  • Support USAID field staff.

  • Provide records maintenance and other duties as assigned related to area(s) of responsibility.

  • Provide backstop, field support, and general administration if needed.

Qualifications

  • 3+ years of professional office work experience required in administrative support and analytical experience.

  • Experience in project administration and management procedures preferred

  • Experience in the use of database application and presentation software is very desirable

  • Active secret clearance is required.

Knowledge, Skills and Abilities:

  • Superior communication and organizational skills that facilitate the management and coordination of multiple complex and high-profile tasks

  • Demonstrated ability to work independently and with others

  • Experience with project administration and management procedures preferred.

  • Experience with the use of database applications and presentation software is very desirable.

  • Ability and willingness to travel to locations like Egypt, Iraq, Jordan, Lebanon, Morocco, Tunisia, West Bank/Gaza, and Germany (infrequent but possible).

  • Knowledge of development programs, especially in the Middle East region is desirable.

  • Proficiency in the use of Microsoft Office, internet search engines, and e-mail applications.

  • Willingness to work in Washington, DC, on-site a minimum of three days a week consistent with evolving Agency teleworking permissions and the needs of the office.

  • Effective interpersonal skills, especially with senior leadership.
