Human Capital Office Front Office COS

The following are the duties of this position at the full working level.

  • Serves as a specialist for the planning, development, coordination, and implementation of critical and moderate to moderate-high complex Human Capital Office projects that impact the Human Capital Office, other business units, enterprise, Department of Treasury, and contractors. Using expertise relating to all aspects of project planning and implementation, the incumbent serves as an expert in the field of acquisition project management and the primary point of contact for Human Capital Office program officials on acquisition and administrative matters affecting the procurement or acquiring of supplies, software, and services including human capital and information technology.

  • Meets with executives and top-level managers within the Service and across the Government to define the overall goals and objectives of the project.

  • Coordinates the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service; serves as the primary liaison with the Department and other agencies for the full scope of the assigned project.

  • Prepares recommendations for personnel and budget requirements to accomplish the project. Negotiates with program managers, high level managers, and executives to obtain needed resources and support.

    Monitors project status and adjusts work plans, schedules, and assignments for project accomplishment. Manages and makes recommendations to adjust project resources to meet goals and objectives. Responsible for the onboarding and offboarding of resources requiring staff like access for project supporting contracts and interagency agreements.

    Responsible for reviewing and uploading all resource clearance documents for Personnel Security adjudication. Serves as manager of record for all resources that are designated to support the assigned project with some projects exceeding 100 resources each.

  • Utilizes the full range of project management technical skills in the accomplishment of work assignments. Prepares action plans and schedules for each project milestone.

    Ensures that project plans are consistent with Department and Service goals, schedules, and policies. Prepares, develops, and implements change management strategies.

  • A 1-year probationary period is required.

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).

  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: To qualify for this position at the grade 13 level you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level (GS-12) in the normal line of progression in the Federal service.

Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, and management and organizational principles to apply to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management including evaluating projects and studies and identifying problem areas, trends, deficiencies, or other similar factors affecting operations.

Knowledge of the overall goals and objectives of an organization comprised of various divisions and administrative support functions, and its interrelationships with other programs. Your experience must include oral and written communication techniques to prepare and present findings, deliver briefings, and negotiate solutions to disputed recommendations.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

  • Tour of Duty: Dayshift start and stop times between 6:00 am

  • 6:00 pm.
  • Alternative work schedule, staggered work hours or telework may be available.
