Program Analyst

ORBIS Inc is seeking Program Analysts at the Mid and Senior levels to provide support to the DDG 51 Class Guided Missile Destroyer Program (PMS 400D). Candidates will be part of a team of personnel delivering Program and Acquisition Management, Financial Management, and Integrated Performance Management professional support services. Performance will be in office spaces located near the Washington Navy Yard.

Responsibilities include:

  • Analyze statutory and regulatory reports relevant to the DDG 51 Shipbuilding Program and advise the program office of budgetary and acquisition impacts as a result of legislative and statutory changes.

  • Analyze CRS/CBO and GAO reports relevant to the DDG 51 Shipbuilding Program and assist in the preparation of responses.

  • Assist in development of program acquisition reporting documentation, including Acquisition Program Baseline (APB) performance checks (each budget submission), preparation of Defense Acquisition Executive Summary Reports (DAES), Selected Acquisition Report (SAR), Annual Government Accountability Office (GAO), Assessment of Selected Weapons Program Report, Program Deviation Reports and Acquisition Program Baseline Change Reports.


  • Mid Level: 5-15 years relevant experience in Financial Management or financial/cost analysis.

  • Senior Level: >15 years relevant experience in Financial Management or financial/cost analysis.

  • Experience with DoD/Navy Financial Reporting

  • Experience with Statutory and Regulatory Reporting

  • Experience with CRS, CBO, and GAO interface

  • Experience with APB, DAES, and SAR preparation

  • Experience in a ship construction program office a plus.

  • Bachelor's degree in one of the following fields: Business, Financial Management or Accounting is preferred.

  • US Citizen with Secret Security Clearance
