As a Program Analyst you will perform analyses of human resources data, and provide advice on emerging information technology needed to support workforce planning.
As an Program Analyst (Workforce Planning) you will:
Perform analyses of human resource trends and effectiveness of Human Resources programs. Provide information reports and analyses summarizing issues facing the agency.
Monitor progress of the OCC Workforce Plan and Human Capital Plan initiatives. Integrate initiatives and prepares analysis of status, to include obstacles to success. Monitor metrics and ensures integration of initiatives.
Develop and execute strategies to improve human capital and workforce planning. Translate the agencies vision into the context of specific human capital initiatives and communicates the human capital messages through the Strategic Workforce Plan.
Serve on task force groups/committees that conduct analyses of and formulates policy recommendations for major issues and programs. Represent Human Resources and serves as liaison with the Department of Treasury and other external organizations on human resource information management and reporting.
Work closely with management to formulate recommendations on agency-wide workforce planning information systems, reports, data definitions and warehousing of information. Recommend measures of performance and mechanisms for monitoring the effectiveness of human resource and diversity management programs.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level or GS-9 grade level in the Federal service. Examples of specialized experience for this include:
Experience serving as a technical resource and advisor to management on strategic workforce planning, analysis, forecasting, succession planning, and competency management activities associated with human capital issues. AND
Experience providing analyses of human resources data in support of strategic workforce planning initiatives requirements.
If you are substituting education for specialized experience, you must possess at least one of the following:
Completed three (3) years (e.g., 54 semester hours) of progressively higher-level graduate education leading to a Ph.D., degree or equivalent doctoral degree (LL.M.), if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
Have a combination of the required specialized experience and education equivalent to the NB-IV level in the federal service. Calculate the percentage of your education and experience against the required amount listed above. Your two percentages must total to at least 100% to qualify using this option.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
