JOB TITLE: Program Analyst Navy Manpower and Training


The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs. The Surface Warfare Directorate, OPNAV N96, fulfills these tasks for some of the nations most important defense programs.


Provide on-site support, strategic analysis, and integrated and coordinated support for N96D Manpower Branch in accordance with DoD program requirements management and acquisition oversight policies and strategies. Specific tasks:

  • Provide on-site support, strategic analysis, and well-integrated/coordinated support for N96D M&T Branch in accordance with DoD program requirements management and acquisition oversight policies and strategies.

  • Participate in, or perform independently, Navy Training System Plan (NTSP) reviews and studies as it relates to supporting all phases of system/equipment training lifecycle.

  • Assist in the development of training systems performance metrics to include review and analysis of schedules, funding profiles, and fielding profiles.

  • Provide current and developmental program support for the System Mission Need Statements and Capability Documents for Manpower Personnel and Training development, integrated with all surface warfare programs. In addition, assist with the Assimilated briefing/program integration review.

  • Provide current and developmental programmatic assistance, review and comment on Manpower, Personnel and Personnel requirements documents and training proposals to ensure proper formulation of training and manning plans for the operation, maintenance and employment of surface warfare documents, including:

Training Planning Process Methodology Analyses.

Navy Training System Plans.

Training Project Plans.

Surface Warfare Navy Enlisted Classification Requests.

Surface Warfare Occupational Standards Reviews.

Surface & Expeditionary Warfare Training Plan (SEWTP).

  • Maintain a strong relationship and open communication with Program Offices and related government activities and industries under contract to the Program Offices.

  • Maintain daily liaison with OPNAV N96s Division and Branch chain of command and Senior Leadership.


Security Clearance: Secret

  • Seven (7) years of general experience in program analysis, support and management; at least five (5) years must be hands-on experience in manpower and personnel planning.

  • Ability to produce briefing slides, metric charts, program schedules, and organizational charts.

  • Proficient in MS Office including Word, PowerPoint, Excel, and Adobe Acrobat.

  • Experience with Navy Training Systems Plans (NTSP).

  • Active SECRET security clearance.


  • Support staff experience at OPNAV, NAVSEA, NAVAIR, Program Executive Offices (PEOs)/Program Offices, Navy Surface or Air Warfare Centers, Navy Personnel Command/Bureau of Personnel, or Navy training commands directly supporting ships and shipboard systems.

  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.

  • Experience with military operational units (with exposure to CONUS-training requirements and deployed operations).

VIEW JOBS 12/5/2018 12:00:00 AM 2019-03-05T00:00 Overview Job Title: Training & Manpower Resource Requirements Planner Job Location: Crystal City, Virginia Security Clearance: Secret Responsibilities The incumbent serves as the Training Resource Requirements Planner for the Training & Manpower IPT, Logistics & Support Products Directorate, Joint Strike Fighter Program Office (JSFPO), Washington, DC. The purpose of the T&M IPT is to develop and deliver the complete training system for all Service variants. The JSF Training System shall provide an affordable and executable solution to JSF training, which provides the right number of people with the appropriate skills to safely, effectively and efficiently operate and maintain the JSF air system. Primary IPT task responsibilities include planning programming, and budgeting, requirements analysis, cost analysis, technical planning, new technology/process analysis and identification, Risk identification and management, acquisition support, and management of contractor/government analysis and studies. DUTIES: * Manages the performance and risk of all developmental activities by the air system contractor (ASC) & Propulsion System Contractor (PSC) in terms of cost, schedule, and performance. Keeps program personnel informed of the status and progress of work efforts under his cognizance through close coordination with all program participants, including Government, ASC, and PSC organizations. Support in evaluating program documentation to ensure that the needs of the program are consistent with sound business practices and the degree of risk involved. Synthesizes critical management issues, documentation, and relevant information to support program reviews. * Analyze resource requirements with multi-year acquisition and support plans to develop POM and budget inputs. Evaluate the impact of new resource levels, such as budget cuts or increases. Updates estimates of resource requirements to take into account new or revised objectives, technical capabilities, new acquisition strategies, and other such factors. Analyzes all changes that have an impact on the acquisition and develops responsive and effective changes in plans and strategies. * Develop support materials for presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to all levels of DOD and industry. Serve as spokesperson for assigned programs in major program reviews, inspections, conferences, and other program evaluations and events. * Consult with external organizations on program requirements and obtaining resources to meet program objectives. Advise higher authorities on problems of manpower, workload, and priorities to obtain needed support or redirection of program tasks. * Evaluate ASC responses with respect to training system concept, development plans, and SDD to LRIP transition plans. * Support JSF cost team with comparative and historical training system acquisition and operations to support the development of an accurate cost estimate. DELIVERABLES: * Knowledge of the principles, policies, and practices of system acquisition and program management to plan, organize, and manage critical aspects of the development, production, and deployment of systems, subsystems, and equipment. * Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition. * Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management.
