RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.
ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the worlds premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission.
Background Information:
This full-time position provides journeyman-level Program Analyst support to the Range Systems Branchs Tactical Training Range (TTR) team at the Atlantic Test Range (ATR) in Patuxent River, Maryland. The Journeyman Program Analyst will work in a rewarding environment supporting flight test operations at the forefront of Naval Test & Evaluation (T&E).
Duties & Responsibilities:
Provide integrated program support across Ocean System (OS) to ensure financial tracking, documentation, and tools are in place for life-cycle acquisition and sustainment of the PUTR II, USWTR, and OSSA
Develop annual Work Assignment Agreements (WAAs) for labor funding
Execute all contracted and labor funding documents in support of the OS program
Provide monthly financial execution reports to sponsors and stakeholders
Update the Common Spend Plan Tool (CSPT), monthly snake charts, and monthly spruill charts to ensure accurate tracking of funding execution
Update annual staffing plans
Update program management and procurement tracking tools and documents for execution of contracted efforts
Provide program management support across OS to include management, review, and assistance with program review briefs
Assist Acquisition Lead with required recurring and ad hoc acquisition/program reporting for OS
Coordinate updates to the monthly Department Executive Leadership Board (DELT) Portfolio review with PMA-205 Level 1 leadership
Coordinate the bi-annual Program Management review (PMR) with PMA-205, external stakeholders, and the Original Equipment Manufacturer (OEM)
Responsible for scheduling and minutes for OS program level meetings
Maintain documentation and organizational charts including configuration management of the SharePoint and Teams documentation repositories

Required Education, Experience, & Certifications/Licenses:
BA/BS Degree in business administration, technical management, or applicable program management field from an accredited college or university is required
A minimum of 3 years of work experience performing the stated or similar functions is required
In lieu of a BA/BS Degree, a High School diploma or equivalent GED and nine (9) years work experience performing the stated or similar function or an Associates Degree and seven (7) years work experience performing the stated or similar functions
Must have excellent analytical, problem-solving, and communication skills
Proficiency in MS Excel, Word, and PowerPoint is required
Must have a valid drivers license and successfully pass a drug screening test
Clearance Requirements:
Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance.
Work Conditions:
Most work performed in enclosed buildings. Work will include sitting, standing, walking, lifting and reaching.
Vision abilities needed to perform this job include close vision, depth perception, and the ability to adjust and focus
Some travel and occasional overtime may be required
