Your Specific Responsibilities:

This position is located in Tallahassee, FL and the Operations Review Specialist reports directly to the Senior Management Analyst II - SES. This is a highly responsible professional position, assigned to the Child Protection Unit that performs independent and complex work for the statewide management and operational coordination of the statewide Child Protection Teams (CPT's), the Poison Information Center Network (FPICN), and the Sexual Abuse Treatment Program (SATP). This position requires commensurate skill, professional judgement, and knowledge to perform effective oral and written communication. The specific responsibilities of this position include:

Performs contract management functions for designated SATP providers, FPIC providers, and CPT providers. Identifies new providers and negotiates for purchase of new or expanded services.

Reviews and approves budgets and financial reports, maintains cost analysis, and authorizes invoice payments. Reviews and approves training and monitoring plans for providers and tracks corrective actions as required. Completes and maintains appropriate contract management trainings and certifications.

Travel to conduct on-site program monitoring. Conducts and/or participates in quality assurance/quality improvement, programmatic, fiscal and administrative compliance reviews of providers.

Prepares reports and provides follow-up as needed. Participates in the quality assurance peer review process provided by the statewide CPT Oversight contact.

Provides direction and technical assistance for SATP, FPIC, and CPT. Provides direction, technical assistance and consultation to providers and the Agency for Healthcare Administration, Department of Health Division of Emergency Preparedness and Community Support, Department of Children and Families, local Sheriff's office staff, and Office of Family Safety district staff in implementing, enhancing and maintaining jointly coordinated services, including issue resolution.

Provides expertise in analysis, planning and implementing the CPT, FPIC, and SATP programs. Reviews, develops and proposes policy and procedures, training curricula, performance output and outcome measures, reports, and prepares correspondence.

Assists in the development of legislative budget requests. Performs specialized analysis and formulates recommendations for management.

Maintains up to date professional knowledge in the identification and treatment of child abuse and neglect, sexual abuse treatment, and related state and federal laws. Maintains up to date professional knowledge in poison prevention and awareness, and related state and federal laws. Attends conferences and training to enhance knowledge and skills.

Performs other duties as needed.

Required Knowledge, Skills, and Abilities: Ability to travel to conduct program monitoring and for various trainings.

Ability to plan and develop programs. Ability to establish effective working relationships. Ability to understand and apply applicable rules, regulations, policies and procedures.

Ability to communicate effectively verbally and in writing. Ability to utilize a microcomputer for work assignments. Ability to utilize Microsoft Suite, work processing, spreadsheet and databases. Teamwork skills necessary to work within the unit.

Preferred Qualifications:

  • Bachelor's degree in the broad field of human services, health, social work, psychology, sociology, business administration, public administration, or a related field. High School Diploma and years of experience may substitute for degree requirement.

  • Current Certified Contract Manager (i.e., Florida Certified Contract Manager and/or State of Florida Government / State Agency Certified Contract Manager)

  • Minimum of one year managing state of Florida contracts Minimum of one year managing contracts over $100,000.00

  • Availability to travel 30% of the time

  • Florida Certified Contract Manager (FCCM) and/or DFS Advanced Accountability (DFS-AA).
