Summary

As a Program Analyst, you will be responsible for providing expert analysis on a variety of subject matter as well as initiating and/or leading projects involving the evaluation of regional operations/programs.

Location of position: Public Buildings Service, Office of the Regional Commissioner, in multiple locations.

Location determined at time of selection.

Responsibilities

  • Serves as technical advisor for assigned program activities, obtaining appropriate resources to facilitate accomplishment of objectives. Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.

  • Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial and sometimes highly sensitive aspects of the program. Reviews, evaluates and monitors the progress of regional program areas in accomplishing objectives by appraising performance, progress, program status and trends against approved objectives and program goals and schedules.

  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance, i.e. the actual limits of the project are developed as the study proceeds. Studies are typically designed to provide information that will assist management in controlling GSA's diverse program areas, affects program delivery, and identify actual or potential problem areas impacting program operations.

  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating programs.

The GS-13 salary range starts at $93,907 (Austin), $99,319 (Dallas/Fort Worth), $105,947 (Houston), $92,795 (San Antonio), $92,723 (Albuquerque), $ 92,143 (all other locations) per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.
