Duties

Duties include, but may not be limited to the following:

  • Responsible for overall program management for the clinic maintenance process for the Facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients.

  • Interpreting national policies and procedures, developing, and implementing local standards, defining requirements, and providing advice to top management on related issues pertaining to clinic/provider profile management.

  • Responsible for establishing and managing communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication, and communication plans for change management, incorporating multiple channels to manage expectations and disseminate project progress.

  • Overseeing clinic supervision to staff delegated to services performing clinic profile coordination and management functions.

  • Leading clinic profile team members to ensure analytics, goals, are being met using accurate and timely clinic management tools for their designated services/clinics.

  • Participating in Facility/VISN projects, task forces, and committees to problem-solve, educate, and implement software, data capture and scheduling directive matters.

  • Responsible for oversight of all clinic set up options, clinic profiles and outputs.

  • Assessing the best structure of clinics, based on national mandates and direction, facility needs, provider needs, patient needs, and data desired to be captured.

  • Responsible for ensuring appointment reminder systems are set up accurately for all outpatient clinic locations.

  • Coordinating with informatics for development and management of data systems, assisting and creating the basis for data driven decision-making of clinic profile operations management.

  • Identifying problems and applies analytical techniques, correcting negative trends and provides resolutions to system issues/malfunctions, to include encounter and transmission errors, clinic grids and other issues related to clinic profile management.

  • Developing and implementing an in-depth training program for the Facility to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management.

  • Coordinating quality assurance efforts through assessments of workflow and procedures to develop means of improving service delivery to customers.

  • Evaluating data capture outputs that includes but not limited to clinic utilization, accurate clinic parameters, program clinic naming standards, etc. to ensure facility compliance with scheduling directives and other national guidance as it relates to Clinic Profile Management.

Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For the GS-11 position, you must have served 52 weeks in the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for the Program Analyst, GS-0343 position, you must have one of the following:You may qualify based on your experience and/or education as described below:For Grade GS-9:

  • Specialized Experience: One (1) year equivalent to at least GS-7. Examples of specialized experience include, but are not limited to: pull reports, studies, projects and data information to help review, analyze and evaluate service lines' programs dealing with support personnel, contractors and other agencies; identify problem areas and recommend corrective action and preventive measures; provide administrative coordination and capturing data. Knowledge and skill in the use of computer equipment with a wide variety of software to produce letters, memorandums, and to prepare a variety of complex documents. OR,
  • Education: A master's or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Note: the work of the Program Analyst is sufficiently technical or specialized, therefore, graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
  • Combining Education and Experience: Only graduate education in excess of one full year (18 semester hours) of graduate level education may be combined with specialized experience to qualify for this position at grades GS-9. Such education must demonstrate the knowledge, skills, and abilities necessary for the position. Completed course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance. (Transcripts must be provided, and experience must be documented in your resume.) Select the answer that best describes your qualification for the Program Analyst , GS-0343-09 position.

For Grade GS-11:

  • Specialized Experience: One (1) year equivalent to at least GS-9. Examples of specialized experience include, but are not limited to: evaluating the effectiveness of patient care systems and making recommendations to immediate supervisor; assist in data analysis, planning, developing, and implementing programs; coordinate efforts to improve performance; data mining and reporting. Educate, advise, guide, train and monitor scheduling, profiles, and outpatient data requirements and procedures; coordinates quality assurance efforts. OR,
  • Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Note: the work of the Program Analyst is sufficiently technical or specialized, therefore, graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
  • Combining Education and Experience: you must have an combination of specialized experience and education beyond the two full year (36 semester hours) of graduate level education may be combined with specialized experience to qualify for this position at grades GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary for the position. Completed course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance. (Transcripts must be provided, and experience must be documented in your resume.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
