Provides professional skills necessary for all phases of data processing and analysis for the overall quality management of the service, including the application of standard, descriptive, and inferential statistical methods for conducting analysis, Determine appropriate staffing levels needed to provide cost effective manpower utilization that is consistent with program objectives, quality health care, and sound position management verified by statistical data analysis and supported by local and federal mandates, proven regional and national benchmarks, and accreditation agencies such as The Joint Commission.

Manage and continually develop a dashboard from multiple data sources that includes, but is not limited to, pay for performance and quality metrics such as: SCIP measures, beta blocker administration, antibiotic administration, DVT prophylaxis, patient satisfaction and complaints, significant adverse incidents, VISN and national benchmarks, workload information, as well as pulling financial and staffing information pertaining to each section and the Surgical Service as a whole.

Work on multiple systems redesign efforts to streamline various processes in the OR. Organize and develop an OR utilization modeler to optimize OR block schedule and services assigned time as well as benchmark surgical case times against national averages for case time data. Leads system analysis to include the development of feasibility studies, involving determining whether a project is economically, socially, technologically and organizationally feasible. Conducts fact-finding measures, designed to ascertain the requirements of the system's end-users. This typically involves interviews, questionnaires, or visual observations of work on the existing system, gauging how end-users would operate the system, what the system would be used for, etc. Coordinates and monitors outcome data for process improvement projects, ensuring data-driven results from the projects and providing recommendations for adjustments as needed. Outcome data and reports should be designed to be easily accessible, requiring as little manpower to maintain as possible.

Manages and oversees all credentialing and privileging files of clinical staff, ensuring comprehensive tracking of all pertinent documents such as IPEs, OPPEs, FPPEs, reappraisals, VISN/external reviews, annual reviews, recredentialing, VetPro, and board action requirements. Distributes credentialing folders to various Section Chiefs for completion and signatures and ensuring that all information is complete/finalized per VAPAHCS requirements. Initiates, tracks, and submits all personnel actions related to physician performance pays, market pay reviews, and submits timely as required by COS Office. Reviews and complete all correspondence, publications, directives, suspenses, letters, memos, requiring action. Arranges and participates in committee meetings such as M&M and SWG meetings.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to assume responsibility for the data processing and statistical analysis for a complex service.; Experience in interpreting and reporting results of analysis, and

experience in data processing and file management is necessary. Should be comfortable working in the Microsoft Windows environment.; Skill in a wide range of qualitative and/or quantitative methods for the development and improvement of

service effectiveness or the improvement of complex management processes and systems; a comprehensive knowledge of agency program goals and objectives; and the skill to plan organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.. OR,

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related(TRANSCRIPT REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.).
