The VA Northeast Ohio Healthcare Systems is recruiting for an Program Analyst. The Program Analyst will function in Environmental Management Service.

Provide budget formulation and/or execution for office budget; prepares a variety of budget analysis; and maintains budget records.
Provide support in budget formulation and execution for a small, stable budget involving basic administrative expenses.
Review budget calls, and explains schedules and data requirements to Office managers.
Collects information on anticipated needs in preparation for new fiscal year.
Advise the manager of the practical and technical aspects of the budget.
Analyze and summarizes information for the manager, providing information on past spending patterns. Prepare the final budget package for submission and responds to questions.
Prepare object class breakdown and submits budget allocation information for administrative accounts (Once the budget is approved).
Ensure that adequate control systems are set up to monitor accounts during the fiscal year and makes adjustment as required.
Run necessary reports and compares initial estimates/budget to actuals.
Ensure that all automated reporting systems are up-to-date.
Ensure that monthly accounting reports received are verified and discrepancies are reported to liaison accountants on a timely basis.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/12/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
