Responsibilities

The Program Analyst (Business Intelligence Data Analyst) supports enhanced data driven management processes with the primary goal of improving the Network's ability to meet health care needs of the Mid-South Health care patient population. The incumbent provides information on resource management, patient care delivery processes, and utilization information linked to outcomes. The incumbent uses Business Intelligence applications to formulate reports using various data sources (Including, but not limited to SQL, Corporate Data Warehouses (CDW), VISN Data Warehouses (VDW), etc.), Decision Support Systems (DSS), and the electronic health record system (VISTA). Completes an analysis of data and can explain the results to leadership, verbally and through executive summaries. Answers questions from leadership by analyzing data and applying appropriate statistical tests; Uses of statistical tools (charts, graphs, fishbone, etc.) to transform data. Effectively collaborates with others to identify/clarify data needs, operationalize data elements, and format/display the data in order for it to become useful.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SELECTIVE PLACEMENT FACTORS: This experience MUST be well documented in your resume or application package.

  • Frequent use of Business Intelligence applications to formulate reports using various data sources (Including, but not limited to SQL, Corporate Data Warehouses (CDW), VISN Data Warehouses (VDW), etc.), Decision Support Systems (DSS), and the electronic health record system (VISTA).

  • Experience using power pivot or pyramid analytics.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advance experience in applying fact finding and investigative techniques to identify and recommend solutions to clinical management; work in an automated information systems environment and in project management; work requiring strong analytical skills; expert Knowledge of regulations and policies which database management and design concepts; Frequent use of Business Intelligence applications to formulate reports using various data sources (i.e. but not limited to SQL, Corporate Data Warehouses (CDW), VISN Data Warehouses (VDW), etc.), Decision Support Systems (DSS), and the electronic health record system (VISTA); and Experience using SQL, power pivot or pyramid analytics is preferred. (GS 12) You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.

  • COMPETENCY 4 ADVANCED KNOWLEDGE OF HEALTHCARE ORGANIZATION STRUCTURES, HEALTHCARE POLICIES, AND REGULATIONS.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. and occasional visits to activity work sites. Occasional use of automobiles and public conveyances may be required.

This position is responsible for the execution of resident-focused left enrichment activities. Working Conditions: Candidates should have experience in senior resident services and activities for seniors with Alzheimer's and the Memory Care needs. Occasional travel required. Valid driver's license and proof of insurability required. Educational/Professional Requirements: Must meet educational requirements by having a high school diploma or equivalent. Must have at least one year experience in senior resident services. Prior experience in healthcare or adult living is required. Strong verbal and written communications skills are required. Interpersonal skills are a must. Physical Conditions: This position is classified as HEAVY, requiring exerting 50 to 100 pounds of force occasionally, and/or 25 to 50 pounds of force frequently and/or 10 to 20 pounds of force constantly to life/move objects. Functional requirements include constant standing and walking. Frequent lifting, carrying, pushing, pulling, stooping, bending, turning and stretching. Finger and hand dexterity required. Community Relations Duties: Assist in the development of community relations programs (i.e., volunteers and special events/corresponding press releases/photos for local media). Administrative Duties: * As a hostess and greeter, ensure that all visitors to the community are greeted and directed to the proper person or area when not engaged in activities. * Assist when not in activities, to ensure that the telephone is answered promptly and appropriately. * As needed, inform supervisor and Executive Director of any concerns related to residents, associates or the Community at large. * Assist Program Director when conducting Community orientation with new residents. * Assist with daily mail delivery. * Assist with documentation in serviced records upon admission, in conjunction with the service assessments and per required need. * Assist with implementation of monthly activities calendar. * Assist the Program Director in the development and distribution of the Community newsletter. * Complete and distribute birthday cards to residents and associates. * Provide information about the residence when the Executive Director, Resident Services Director or Program Director is not available. * Plan and carry out special projects as assigned. * Part-time position. * Must work every Saturday and Sunday and some days during the week.
