As a Program Analyst, you will:
Review, evaluate, and assess Laboratory Programs related to facility development, design, operation, maintenance, construction, and budgeting associated with work in Facilities Construction, Operations, and Maintenance.
Provide technical expertise and oversight of the operating contractor's activities in areas of assigned responsibility.
Review, analyze, and approve technical proposals and requirements for contract procurements.
Appraise and initiate improvements in contractor technical and management practices, overall aspects of facility development, design, operation, maintenance, constructions, and budgeting.
Occasional travel - 4-6 time per year, on average.

GENERAL REQUIREMENTS FOR EMPLOYMENT:
The position is covered under the Federal Substance Abuse Testing Program DOE Order 343.1. The tentative selectee must test negative prior to final selection for this position and will be subject to random testing thereafter.
This position requires you to obtain and maintain a DOE 'Q' level security clearance/access authorization.

Knowledge of the technical and administrative requirements for the design, development, construction, operation, and maintenance of nuclear reactor plant related research and development laboratory facilities.
Comprehensive knowledge of Naval Reactors, DOE, and other Federal policies, bulletins and publications pertinent to areas assigned.
Knowledge of engineering and computer disciplines sufficient to oversee and evaluate contractor work programs, identify technical problems in assigned areas of responsibilities, and take or initiate appropriate corrective action when necessary.
Knowledge of Federal contract administration, regulations, principles and practices in order to effectively oversee contractor operations and evaluate proposals.
Ability to analyze the business and cost implications of technical decisions and reach sound and workable conclusions.
Ability to evaluate technical operations and recommendations for adequacy and conformance with requirements, specifications, prescribed procedures, etc. Ability to communicate those evaluations and analyses to top management officials orally and in written appraisals.
