Summary

About the Position: The incumbent will perform budget and program analysis activities for the Environmental & Munitions Design Center (EMDC), in the areas of Support for Others, Military, and Operating Expense Budget. Develops, compiles and manages the Operating Budget for EMDC. The incumbent will analyze all of the above and prepares recurring itemized budgetary and progress reports pertaining to EMDC programs, missions, and goals.

Responsibilities

  • DUTIES AT THE GS-09 LEVEL will be more developmental in nature, in order to prepare incumbent to work more independently at the GS-11 level:

  • Serve as a Program Analyst performing routine and recurring budget and program analysis duties.

  • Utilize a practical working knowledge of technical work primarily in support of budget execution and fund management. Consolidate budget estimates, compile and monitor budget information

  • Prepare purchase request and commitments for labor, contracts, and procurements.

  • Gather, extract, and compile data for use in recurring and nonrecurring report formats, and provides status updates on a regular basis.

  • DUTIES AT THE GS-11 LEVEL will be performed more independently, with increased complexity:

  • Serve as a Program Analyst performing routine and recurring budget and program analysis duties.

  • Utilize a practical working knowledge of technical work primarily in support of budget execution and fund management. Consolidate budget estimates, compiles and monitors budget information

  • Prepare purchase request and commitments for labor, contracts, and procurements.

  • Gather, extract, and compile data for use in recurring and nonrecurring report formats, and provides status updates on a regular basis.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience required for the GS-09 Level : One year of specialized experience at the GS-7 level includes: 1) Develop program forecast reports, 2) Monitor transaction of funds and 3) Formulate budget estimates to support plans, programs and activities.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience required for the GS-11 level : One year of specialized experience at the GS-09 level includes: 1) Provide guidance on budget regulations, policy's or procedures to managers 2) Develop budget schedule 3) Provide funding recommendations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement for the GS-09 Level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Time in Grade Requirement for the GS-11 Level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
