Program Analyst

Key Role:

Apply knowledge and experience to provide day-to-day program management support for a Navy client. Perform general action officer duties supporting program management, acquisition, legislative, and public affairs functions. Prepare and review Flag and Senior Executive Service (SES) level program briefs and correspondence for general and Congressional information, action memos, issue papers, and responses to requests for information. Coordinate staffing packages for signature or approval and stakeholder coordination. Review and provide comments on program-related artifacts for accuracy, completeness, and compliance with applicable statutory and regulatory requirements and guidance. Conduct initial technical and security reviews for public release. Maintain Front Office Task Management tracker. Monitor various communication channels for recurring and emerging data calls and requests for information.

Basic Qualifications:

  • 5+ years of experience with a Program Management Office (PMO) supporting the Acquisition Category (ACAT) or Business Category (BCAT) program

  • Experience writing, editing, and reviewing various correspondence, publications, and written materials such as Congressional correspondence, Report to Congress, Information and Action memos, and Request for Information

  • Experience with Task Management Systems such as DoD Correspondence and Task Management System (CATSM) or Enterprise Task Management Software Solution (ETMS2)

  • Experience with congressional enactment process, including budget resolution, authorization, and appropriation, Congressional Appeals, Program Objective Memorandum (POM) Program Review, President's Budget (PB) Congressional Staffer and Program Briefs, and Request for Information

  • Experience with Microsoft Office 365

  • Knowledge of the Defense Acquisition System processes including JCIDS, PPBE, AAF Pathways, Planning, Programming, Budgeting, and Execution (PPBE)

  • Knowledge of DoD, DON Correspondence Guidance, and DON Issuance

  • Ability to write briefings and decision memorandum

  • Secret clearance

  • Bachelor's degree

Additional Qualifications:

  • Experience with DoD and DON Publication and Security Review process

  • Experience working on Capitol Hill as a Congressional Staffer or DoD and Navy Office of Legislative Affairs

  • Experience with Agile methodologies, data methodologies, or Power BI

  • Experience with Defense Acquisition Visibility Environment (DAVE) and Assistant Secretary of the Navy for Research, Development, and Acquisition for Research or Development and Acquisition (RD&A) Information System (RDAIS), DON Advana, or DON Jupiter

  • Knowledge of Congressional Reporting requirements

  • Possession of excellent verbal and written communication skills

  • Possession of excellent analytical, problem-solving, research, and organizational skills

Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $67,700.00 to $154,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
