Responsibilities

WHAT DOES A MANAGEMENT AND PROGRAM ANALYST/PROGRAM ANALYST (AIMS/ERCS) DO? As a Management and Program Analyst/Program Analyst (AIMS/ERCS) you will advise managers and professional staff on information availability, data interpretation, and the applicability of various agency wide Management Information Systems (MIS), including the Audit Information Management System (AIMS), the Examination Returns Control System (ERCS), the Summary Examination Time Transmission System (SETTS), and the Midwest Automated Compliance System (MACS). In this role, you will coordinate the development of complex and integrated automated systems that are used to provide an accurate and timely inventory of taxpayer records, manage case assignments, and assess time and work distribution. You will also be required to work with management and other system users to determine information and data needed for operational activities and to ensure effective results.

As a Management and Program Analyst/Program Analyst (AIMS/ERCS) you will:

  • Conduct operational reviews and visit to analyze operations and advise groups on inventory controls, case processing, and basic group operations.

  • Facilitate and oversee various reports tracking statutory information, managing case inventory by group or examiner, monitoring time applied to case activities, conducting workload reviews, and determining what type of cases need to be requested.

  • Analyze various system-generated reports to provide planning, inventory, and trend analysis information.

  • Monitor the Summary Examination Time Transmission System (SETTS) to ensure the timely/accurate bi-weekly input of time charges for all technical employees, validate the data, and transmit the data checking the error file resolving errors.

  • Assist management and other users in reviewing, interpreting, and analyzing data provided through routine reports and SETTS data for inclusion in Fiscal Year Plans.

  • Identify and resolves local systemic problems in the ERCS database, the AIMS database, and routine hardware and software problems.

  • Provide technical guidance as it relates to the use of AIMS, ERCS and the other MIS components in the various operating divisions.

  • Oversee ERCS and AIMS utilization and effectiveness, conducting group and user visitations as needed, documenting findings, and proposing localized programming, processing, and procedural changes.

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: demonstrating experience using basic knowledge of the AIMS and ERCS program capabilities, procedures and requirements; Accomplishment working with basic computer equipment and information sources to identify and report routine hardware and software problems; Ability to interpret and research data requests in order to identify and define needs, report findings and make recommendations; and interpersonal and communication skills in order to coordinate work efforts and discuss significant findings. OR You may substitute education for specialized experience as follows: 1 year of graduate level education at an accredited college or university in any field of study. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: demonstrating experience using general knowledge of the AIMS and ERCS program capabilities, procedures and requirements; Accomplishment working with automated systems and programs, including their connectivity and integration to ERCS, examples may include: SETTS, MACS, ACIS and other automated systems; Accomplishment working with computer equipment to identify and report routine hardware and software problems. In addition, you should demonstrate skill and ability in applying basic fact-finding and analytical techniques to gather information and analyze reports to provide planning, inventory, and trend analysis information; Ability to interpret and implement regulations, procedures, guidelines, and data requests; and the ability to present data, conclusions and recommendations in a clear, concise and logical manner. OR You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree in any field of study. OR 2 full years of progressively higher level graduate education leading to any field of study. OR

LL.B. or J.D., if related.

GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: demonstrating experience using thorough knowledge of the AIMS and ERCS program capabilities, procedures and requirements; Accomplishment working with automated systems and programs, including their connectivity and integration to ERCS, examples may include: AIMS, SETTS, Midwest Automated Compliance Systems (MACS), and ACIS; Accomplishment working with computer equipment to assist in problem identification, maintenance, and testing, examples may include: AIMS and ERCS hardware, software, applications, information sources, and operating procedures. In addition, you should demonstrate skill and ability in applying basic fact-finding and analytical techniques to gather information and assist management in addressing administrative, compliance, and basic work distribution problems; Ability to interpret and implement regulations, procedures, guidelines, and data requests; and the ability to present data, conclusions and recommendations in a clear, concise and logical manner. OR You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree. OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR an LL.M., if related.
