Salary

  • Support Salary Scale Grade S16: $37.26 per hour; starting

Under the Fair Labor and Standards Act this position is non-exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.

Role

The Program Administrator reports to the Coordinator for Early Childhood Education and Judy Centers. This position is responsible for managing the Judy Center Early Learning Hub, including its early childhood component, for Frederick County Public Schools (FCPS). Essential functions include, but are not limited to, the following: (1) assisting with general administrative functions related to assigned school and Judy Center Early Learning Hub grant; (2) providing community engagement and education; (3) performing other duties consistent with the scope and nature of the position.

This position is grant funded and contingent upon grant renewal.

Essential Functions

Reporting directly to the Coordinator for Early Childhood Education and Judy Centers, the Program Administrator-Judy Center performs, as a minimum, the following duties:

General Administrative Functions:

  • Leads, directs, and is responsible for the performance and results of the Judy Center Early Learning Hub, Judy Center Early Learning Hub staff, contracted employees, and temporary employees based on the twelve components outlined by the Maryland State Department of Education at the assigned Judy Center Early Learning Hub location.

  • Provides feedback regarding staff performance to the Coordinator for Early Childhood Education and Judy Centers.

  • Collaborates with the Judy Center Early Learning Hub Program Administrators placed in all Frederick County Judy Center Early Learning Hubs.

  • Writes or coordinates the writing of competitive grant proposals.

  • Develops, manages, and/or coordinates the budget relating to the site-specific Judy Center Early Learning Hub grant.

  • Manages acquisition and distribution of resources and purchases relating to the grant.

  • Keeps and maintains clear, concise, and up to date files and records required by the grant-funded program and external and internal evaluators.

  • Gathers data and prepares the annual Judy Center Early Learning Hub grant, attends the technical assistance meeting, and submits the proposed goals and performance measures for which the Judy Center Early Learning Hub is held accountable.

  • Completes grant reporting requirements, including but not limited to, the mid-year, end of year, annual, and Board of Education reports.

  • Maintains clear and accurate financial records and ensures compliance with grant requirements.

  • Processes invoices and payments according to and in compliance with FCPS policies and procedures.

  • Develops, designs, tests, maintains, and/or coordinates the development of student data-centric system for collection and maintenance of information to track, analyze, and report program progress.

  • Maintains proficiency in the use of technology including, but not limited to, desktop and system software to meet administrative needs.

Community Engagement and Education:

  • Conducts routine needs assessments of the physical, behavioral, and emotional needs of students, their families, and the community.

  • Facilitates the coordination of wraparound services, including behavioral health services, to meet identified student, family, and community needs.

  • Develops strategies for increasing program visibility/expansion and enrollment strategies, including but not limited to the coordination of all issues affecting the partners.

  • Collaborates with partners to analyze and develop program objectives and policy information.

  • Facilitates problem solving and information gathering for the general public, parents, employees, and government officials.

  • Plans and manages engagement events, including preparing detailed plans, coordinating site logistics, identifying and analyzing needs of stakeholders, developing invitee lists, developing agendas and other event materials, publicizing events, and other action materials.

  • Proactively identifies opportunities for stakeholder engagement and maintains detailed records.

  • Collaborates with School Administration of assigned school, Community School Coordinator, Community School Nurse, Community Liaison, the Prekindergarten and Kindergarten teams, and/or other school-based staff to ensure integration of Judy Center Early Learning Hub and assigned school.

  • Identifies opportunities for partnerships with local businesses, community organizations, government entities, and others to support systemic programs and initiatives.

  • Manages partnerships, which includes developing and/or maintaining a comprehensive and continuously updated catalogue of partners and their activities, leveraging and expanding those partnership to maximize their benefit to the Judy Center Early Learning Hub and its participants, and reports to Judy Center Early Learning Hub supervisors on the status of partnership activities.

  • Proactively identifies opportunities for stakeholder engagement and maintains detailed records.

  • Acts as a representative, liaison, coordinator, spokesperson, and/or team leader to FCPS and/or other agencies.

  • Facilitates meetings with and works collaboratively with community agencies to identify eligible children and families and to ensure wraparound services without duplication.

  • Assist parents and families in the transition from Judy Center Early Learning Hub participation to formal education and in understanding and utilizing school programs available to families and students.

  • Plan and execute parent education programs to ensure whole-family readiness for formal education.

  • Assists with the development and dissemination of instructional strategies and resources that support school readiness and are aligned with Maryland Early Learning Standards.

  • Collaborates with the Outreach Coordinator to maintain ongoing and clear communication, as well as effective advertisement, on Judy Center Early Learning Hub social media accounts.

Job-Related Professional Responsibilities

  • Attends meetings, conferences, and/or trainings, as required by supervisor and as dictated by the grant-funded program, including but not limited to, an annual conference which may require multiple days and overnights.

  • Administers, coordinates, and/or schedules trainings and professional learning opportunities for school-based and Judy Center Early Learning Hub staff, community partner agencies and organizations, and partner childcare centers.

  • Convenes and facilitates the partnership Steering Committee for monthly meetings and provides support to partners working with the Judy Center Early Learning Hubs.

  • Develops and/or delivers presentations and surveys to organizations, agencies, conferences, families, and school-based staff.

  • Serves on the School Improvement Process (SIP) team.

  • Performs other duties which are consistent with the scope and nature of the position and assigned by the Coordinator of Early Childhood Education and Judy Center Early Learning Hubs.

  • Keeps abreast of current developments in the field; attends seminars and training, as required.

  • Works non-regular hours as required by program objectives, including evening and weekend events.

  • Maintains regular and predictable attendance.

  • Uses experience and judgment to resolve problems and prioritize work on behalf of the Judy Center Early Learning Hub.

  • Coordinates and assists in the facilitation of bi-annual vision, hearing, and dental screenings.

Required Qualifications

Education/Training/Experience:

  • Bachelor's degree in education, public administration business, social work, or related field.

  • One (1) year of successful experience working with databases, spreadsheets, and word-processing programs.

Certification/License:

None.

Preferred Qualifications

Education/Training/Experience:

  • Master's degree in education, public administration business, social work, or related field.

  • Two (2) years of experience working in an educational system in an administrative capacity.

  • Two (2) years or more as an early childhood teacher or trainer.

  • Experience with using PeopleSoft programs.

Knowledge/Skills/Abilities:

  • Bilingual (Spanish).

  • Familiarity with the FCPS policies, goals, and programs.

  • Familiarity with grant guidelines/expectations, fiscal management and monetary expenditures.
