PURPOSE OF THE POSITION: To develop and maintain, within legal and professional standards as outlined by Board Policy, IDEA, and the RPS 205 Strategic Plan, an organizational framework in which efficient and appropriate special education programs are delivered to students with special needs. In addition, this position is designed to implement a cadence of accountability with data reporting, provide professional development to identified groups of staff members, and maintain equitable access to curriculum and programming across all settings.

SUPERVISORY RESPONSIBILITIES: Special Education Teachers, Paraprofessionals, Certified Support Staff, and Non-Certified Support Staff.

  • Ensure compliance with all laws, regulations, and administrative rules that affect special education programs and services.

  • Ensures that all actions are in concert with the Board policies as well as the mission statement, beliefs, objectives and parameters found in the Board's strategic plan.

  • Develop and maintain an operational calendar that is aligned with district timelines and events.

  • Develop, facilitate, and evaluate professional development related to assigned staff/program groups. Professional development sessions may be held in the evening, after the school day has concluded.

  • Develop a cadence of accountability for results using district data to present at established intervals.

  • Provide software/technical assistance to staff members within your assigned program.

  • Work collaboratively with building principals and district administrators to align programming with district and departmental goals.

  • Represent the district during due process/mediation hearings.

  • Attend evening community and school board meetings and presentations as requested.

  • Supervise Individual Education Program (IEP) development and implementation in the least restrictive environment (LRE).

  • Conduct needs assessment of assigned staffing/programming groups through observations, compliance checks, and data tracking.

  • Prepare and communicate reports to the Board of Education.

  • Assist families with understanding of procedural safeguards, due process rights, curricular modifications, and student individual needs.

  • Upon request of the building principal, may act as a primary or secondary evaluator of licensed special education and related service staff.

  • Interview applicants and make hiring recommendations in collaboration with building principals.

  • Oversee budget of assigned staffing/programming to support programs/needs that align with district initiatives.

  • Assist in the writing and evaluation for special education grants and funds.

  • Coordinates and directs transportation requests.

  • Consults with, and builds strategic partnerships with outside agencies.

  • Carries out such additional duties as required or as conditions necessitate.

  • Participates in job training and professional growth opportunities in order to enhance ability to perform the essential functions of the job.

  • Performs other related duties as assigned for the purpose of ensuring an efficient and effective work environment.

QUALIFICATIONS:

Must hold a General Administrative/Principal endorsement and either a Professional Educator License with LBS1 or a Special Education-related endorsement.

KNOWLEDGE, SKILLS AND ABILITIES:

Administrators must demonstrate an excellent knowledge of Rockford Public Schools, Board of Education policy as well as IDEA and state/local compliance procedures. Must maintain knowledge of current Special Education Law. Able to advocate professionally for the rights guaranteed a child with a disability under IDEA.

WORKING CONDITIONS:

Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.

PERFORMANCE STANDARDS:

Administrators are evaluated annually using the approved district rubric.
