PSMQ - Must possess at least Class 1 Water System certification & Class 3 Water certification, pursuant to Rule 3754-7-02, Environmental Protection Agency.

What You'll Do:

  • Requires extensive knowledge of management principles/techniques and agency policies and procedures regarding the treatment plant operations programs and activities agency-wide Manages and monitors the agency-wide operations and maintenance of water and sewage treatment plants, sewage lift stations, and collection distribution systems to ensure compliance with state and federal guidelines

  • Formulates and implements program policies and procedures

  • Administers the agency-wide Source Water Assessment and Protection (SWAP) Program in accordance with OEPA guidelines

  • Analyzes and evaluates point source and non-point source pollution from runoff for facilities while working on reduction strategies and ensures adherence to regulatory standards for water and wastewater treatment plants

  • Coordinates and monitors the comprehensive preventative maintenance program for water and wastewater treatment plants on a agency-wide basis and provides training to plant personnel, ensuring a skilled and knowledgeable workforce; represents CAMS as a key liaison with regulatory bodies, including OEPA and ODH, to ensure operations are within compliance and address compliance issues

  • Takes charge as the operator of record at water/wastewater treatment plants and responsibility for the program development and implementation of public health aspects of water quality, including surveillance and sample monitoring of public water systems

  • Acts as the operator of record at the institutions with water/wastewater treatment plants, as required

  • Conducts thorough inspections of treatment plants to ensure that all mechanical equipment is maintained and operated according to regulations

  • Ensures the underground storage tanks maintain compliance with BUSTR regulation and responds to any releases

  • Develops and monitors a strategic water management plan for facilities and investigates inoperable equipment

  • Assesses elevated tanks' condition, and evaluates cathodic protection systems and monitors installations of equipment and contractors' work, including steam and hot water boilers with a focus on chemical feed treatment and instructs resident personnel in corrective actions and troubleshoot problems in coordination with district treatment plant coordinators and conducts safety and health inspections

  • Develops safety programs, and liaise with relevant authorities on safety matters

  • Designs, reviews and implements drawings and specifications for water and sewage plant and mechanical equipment installations and develops individualized plans for runoff pollution mitigations and programming to provide chemical analysis to support intensive biological and water quality surveys and develops and writes specifications for new equipment, as well as maintenance manuals and research, gather, and compile information for records and reports and plans

  • Develops and submits management plans for land application (for disposal of sludge generated at the plant) for OEPA approval and establish and implement achievement of goals and objectives for water pollution measurements and water/wastewater quality analysis
