SUMMARY:

This individual will report to the Director of Sourcing and managing the Professional Services category. Assigned categories may change over time. The Category Manager will lead cross functional teams in strategic sourcing projects to generate savings and increase value. This individual will also be responsible for Supplier Relationship Management and Supplier Development activities in the assigned categories. Duties will include financial analysis, negotiation, category team leadership and supplier development.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Lead the Professional Services category team. Work globally and cross-functionally to gain consensus. Create and implement strategic plans which deliver 3% annual improvement on assigned spend categories.

  • Ensure continuous improvement in total cost of ownership in accordance with business objectives.

  • Conduce financial analysis to identify priorities and justify investments

  • Run data analysis and recommend changes to the supplier panel that will improve cost and service levels

  • Lead optimization projects such as process improvements and supplier rationalization

  • Conduct supplier evaluation and qualification audits

  • Plan and execute quarterly business reviews with preferred suppliers. Develop and monitor action plans as required.

  • Demonstrate an understanding of the latest sourcing and supplier management tends including new tools and technologies.

  • Understand the supply market and serve as a key contact within Wabtec for the assigned categories.

  • Conduct competitive and fair bid and negotiate master supply agreements as required.

  • Ensure that the business objectives of Wabtec Groups and Operating Units are met.

  • Coordinate regional projects and buyers for categories that fall outside the global scope.

  • Follow and teach "best practices" of sourcing and supply management

  • Generate timely and accurate reporting on progress towards objectives

  • Understand and follow corporate policy including ethical standards.

QUALIFICATIONS:

EDUCATION:

  • Bachelor's degree in supply chain management, industrial engineering, business, science, or related field

  • Master's in Business Administration a plus

WORK EXPERIENCE AND SPECIAL SKILLS

  • Minimum 5 years' experience in sourcing or procurement

  • Professional Services or Category management experience a plus

  • Experience in supplier relationship management, KPI and performance management.

  • Demonstrated ability to lead supplier evaluation, selection, negotiation, contracting and implementation

  • Strong analytical skills (financial, spend, supply market, etc.)

  • Cost and service analysis and recommendations.

  • Demonstrated ability to lead complex global or regional teams.

  • Demonstrated project or program management experience.

  • Experience in strategy development and execution

  • Demonstrated success in supplier development.

  • Demonstrated ability to work effectively in a multi-cultural environment.

  • History of managing multiple objectives and finding creative solutions to complex problems

  • Strong communication skills

  • Demonstrated ability to gain consensus through collaboration

  • Proficient with ERP systems and eSourcing tools (Oracle, M3, Microsoft BI)

  • Familiar with financial reporting, manufacturing cost systems and lean tools.

  • International experience a strong plus

  • Rail industry experience a plus

LANGUAGE SKILLS:

French, Italian, Spanish, German and/or Chinese language skills are a plus. The ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. The ability to write reports, business correspondence, and procedure manuals. The ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Work within a matrix organization; solve sourcing issues with a sense of urgency

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand and walk. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and color vision. While performing the duties of this job, the employee will travel by airplane approximately four times per month.

We are hiring a full-time Professional Care Manager Supervisor to support the Home and Community Based Services (HCBS) Command Team. The HCBS Command Team provides case management to Community HealthChoices full risk members. Community HealthChoices (CHC) is Pennsylvania's managed care long term services and supports (LTSS) program serving seniors and individuals with physical disabilities in the Commonwealth, as well as dual-eligible individuals covered by Medicare and Medicaid. The Supervisor is responsible for oversight and day-to -day care coordination functions for telephonic, clinical, or utilization management care management staff, including the direct supervision, coaching and counseling of staff. This role monitors staff workload, assignments, and productivity and assists care managers with problem-solving complicated member cases by acting as a resource for staff and other departments within the Health Plan. The Supervisor facilitates orientation and onboarding for clinical staff and mentors and completes performance reviews for staff in order to achieve departmental goals. The position will work standard daylight hours, Monday through Friday. Responsibilities: * Ensure staff receive, understand and adhere to applicable regulatory/ compliance guidelines related to their departmental expectations (I.E. NCQA, DPW, CMS). * Conduct regularly scheduled team and individualized meetings to communicate information, ongoing education and/or individual performance feedback. * Serve as a resource to staff and other Health Plan departments to identify opportunities for improvements, quality of care concerns, and barriers to care coordination. Utilize evidence-based practice to support improvement in care / health / utilization management. * Monitor, coach and report staff productivity and adherence to regulatory and workflow standards. Manage staff schedules to ensure that departmental goals are met * Contribute to the development, implementation and annual review of departmental policies and procedures. * Participate in interdisciplinary treatment team meetings to facilitate the development of appropriate and comprehensive plans of care. Assist staff in making referrals to community or governmental agencies. * Collect data, validate data where possible, prepare reports and assist teams in analysis and monitoring of key utilization targets and trends. * Facilitate staff orientation and on boarding for new staff. Monitor staff participation in mandatory education and competency assessment requirements at the system, Health Plan, and department level. * Assess staff member's ability to engage members and provide coaching to increase the use of motivational techniques. Complete performance evaluations within departmental timeframes * Contribute to the development, implementation, and evaluation of clinical programs within the team or department. Assist with integrating HP programs across the Health System and vendors as needed. Qualifications * Bachelor's degree in nursing or related field required. * 2 years of nursing experience required. * 4 years of care manager experience required. * Managed care experience preferred. * Two years of supervisory or leadership experience preferred. * Case management certification or approved clinical certification within one year of hire or 1 year health plan management experience required. * Ability to analyze data and monitor trends required. * Proficiency with Microsoft Office products. * Excellent interpersonal and communication skills (verbal and written). * Ability to collaborate effectively with physicians and other health care professionals. * Strong organizational and problem-solving skills with ability to make decisions independently. * Ability to develop and maintain effective team-focused working environment.
