The Work You Will Do:

This is a Professional Engineer III position within the Division of Waste Management, Waste Cleanup Program, Waste Site Cleanup Section, located in Tallahassee, Florida. The Professional Engineer III (PE III) serves as the lead engineer responsible for the review and approval of contaminated site remedial documents & must have a licensure by the State Board of Professional Engineers. The PE III determines the technical suitability, cost effectiveness, permitting considerations and implementation requirements of proposed remedial actions. Remedial action work completed under this section includes contaminated sites addressed under the Drycleaning Solvent Cleanup Program, State-funded Cleanup Program, and Superfund. In addition, the PE III evaluates new and innovative processes and techniques for the remediation of soil and groundwater contamination. The PE III directs and collaborates with a registered Professional Geologist and a registered Professional Engineer who provide technical and engineering assistance to section staff regarding the assessment and cleanup of hazardous waste sites. As the lead engineer this position works closely with the other PE and provides guidance and training to site project managers.

Your Specific Responsibilities:

  • Serves as the lead engineer responsible for the review and approval of contaminated site remedial documents for the Waste Cleanup Program, Waste Site Cleanup Section. Remedial work completed under this section includes contaminated sites addressed under the Drycleaning Solvent Cleanup Program, State-funded Cleanup Program, and Superfund.

  • This position is responsible for maintaining effective internal communications with superiors and section staff in keeping with the agency's standards and expectations for communication effectiveness. Directs and collaborates with a registered Professional Geologist and another registered Professional Engineer who provide technical and engineering assistance to section staff regarding the assessment and cleanup of hazardous waste sites. This assistance includes review of remedial investigation/feasibility studies to ensure that information necessary to design a cleanup remedy has been collected or identified; review of construction drawings and specifications to assure compliance with state requirements and acceptable engineering standards; participation in procurement of cleanup contractors; and on-site inspection and document review (work plans, change orders, record drawings, etc.) during the construction phase. Sets priorities for review of engineering and technical documents. Reviews, for quality and content, correspondence, and reports of technical staff.

  • Evaluates new and innovative processes and techniques for the remediation of soil and groundwater contaminated by drycleaning solvents and other contaminants. Determines technical suitability, cost effectiveness, permitting considerations and implementation requirements of proposed remedial actions. Develops and implements standard procedures for investigation, design, and construction.

  • Implements and maintains a system for hazardous waste manifest tracking and reporting according to federal guidelines. Directs the management of long-term operation and maintenance activities at hazardous waste sites. Interprets state and federal statutes and assists staff in development of agency action regarding hazardous waste sites. Represents the department at public meetings, hearings, and workshops.

  • Reviews and approves project compliance with the department's Underground Injection Control requirements and air regulations. Ensures that the completed project is in conformance with the approved plans, specifications and change orders and that the project is satisfactorily performing the function for which it was designed and built. Performs on-site final inspection of construction activities for cleanup projects, as necessary.

  • Responsible for procurement and management of engineering consulting firms which provide response support on feasibility studies, engineering design work, construction management, operation and maintenance and other cleanup activities.

  • On a limited basis, the Professional Engineer III serves as project officer on cleanup projects.

  • Performs other duties as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of engineering practices and principals.

  • Ability to work well with others inside and outside the Department.

  • Ability to effectively communicate verbally and in writing.

  • Able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns within your program area, with sufficient expertise for managing complex issues.

  • Able to provide guidance and/or training to District or Division staff within your program area on complex and/or controversial permits or similar compliance concerns.

Required Qualifications:

  • Florida Professional Engineer License.

  • Bachelor's degree from an accredited college or university with a major in engineering and three years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.

Other Job Related Requirements for this position:

  • OSHA Safety Training successfully completed within the first six months of employment (then attend the annual refresher safety courses, and USDOT approved HM-181 HazMat training course, thereafter)
  • Valid Driver's License.
