Position is located in the Construction and Facilities Management Office (CFMO), at Joint Force Headquarters in Oklahoma City, OK.

Basic Purpose:

The incumbent will be assigned duties and responsibilities in administrating the sustainability and energy program and managing design and construction projects, thereof.

Essential Job Duties:

  • Implement and maintain a program to promote energy conservation through positive feedback to all levels of the agency and involve all personnel in taking ownership for success of program.

  • Coordinate with agency leaders to change or establish agency policies impacting energy consumption.

  • Advise, assist and make recommendations to the Senior Engineer/Deputy Director of the Facilities Management Office of energy consumption, conservation measures, and alternate energy sources.

  • Provide input on contractual support activities (capital projects) related to energy management and the purchase of any products that affect energy consumption.

  • Review all energy and water consumption records and data, and records of federal energy conservation grants received by the agency.

  • Assess agency's current operations and maintenance practices and identify needs for new procedures or further education for the relevant staff.

  • Provide regular communication with facility coordinators, maintenance, and custodial staffs as to status of their buildings' energy consumption.

  • Report to the Senior Engineer/Deputy Director of the Facilities Management Office of any safety hazards observed.

  • Inspect buildings and other structures to determine functional systems and detect malfunctions and needed repair, making notes and recommendations

  • Conduct regular 'walk through' audits of all the agency's facilities to ensure operating efficiency, optimum building environment and compliance with energy guidelines. Report findings in accordance with Federal and State Energy Program procedures.

  • Work with facilities scheduling personnel (meeting rooms, conference space, etc.) to ensure proper space utilization consistent with energy conservation.

  • Coordinate with maintenance personnel on installation and/or repairs of energy management systems.

  • Assist with the support of the programming for computerized energy management system to insure operating efficiency.

  • Develop and maintain contact with federal and state agencies and monitor state and national energy policy trends.

  • Ensure that future equipment upgrades or other projects are documented in compliance with the International Performance Measurement and Verification Protocol (IPMVP).

Knowledge, Skills and Abilities:

  • Managing an Energy Conservation/Sustainability program.

  • Designing and installing heat and air systems with computerized energy management systems.

  • Conducting ASHREA audits, commissioning activities, re-commissioning activities, retro-commissioning activities to ASHREA standards.

  • Developing of Energy Conservation Measures (ECMs) based on ASHREA audit findings and ability to analyze for good engineering practice and life cycle analysis (LCCA) costs.

  • Understanding of simple and complex LCCA tools.

  • Awareness of current building codes, best practices, executive orders, and regulations concerning energy conservation and sustainability.

  • An ability to work collaboratively in a professional, multi-disciplinary team to make a difference

Education and Experience

Requirements:

Minimal education requirement is a Bachelor's degree in Mechanical or Electrical Engineering or related discipline from a college or university which is recognized by the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors, in accordance with the standards of the Accreditation Board of Engineering Technology.

Additionally required is Registration as a Professional Engineer within the State of Oklahoma through the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors.

Licenses/Certificates required:

Registration as Engineer Intern within the State of Oklahoma through the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors no later than six months form the date of appointment without submitting a written request and receiving approval for registration postponement by the immediate Supervisor, currently the Senior Engineer.

Benefits:

This is a full-time unclassified state position with full state retirement and health, dental, life, and disability insurance for the employee The employee will receive a benefit allowance to assist with insurance cost. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.

Physical Requirements:

  • This person will/should be on the road 50% or more of the time.

  • Climbing ladders, working in noisy environments (mechanical rooms), above ceilings, roofs, etc

Conditions of Employment:

  • Employment is in the unclassified service as an employee at will

  • Contingent on a favorable NCIC/OSBI background check

  • Contingent on passing pre-employment drug & alcohol screening

  • Position is an FLSA Exempt status position

  • Must maintain a valid driver's license

  • Must travel and attend required training both in and outside the State of Oklahoma

  • T1 security clearance (eligibility for national security positions shall be granted to persons who are U.S. citizens)

  • Available to work if called in due to an emergency

  • Registration as Engineer Intern within the State of Oklahoma through the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors no later than six months form the date of appointment. Persons will no longer be retained without a valid Oklahoma registration as an Engineer Intern beyond the first six months of appointment without submitting a written request and receiving approval for registration postponement by the immediate Supervisor, currently the Senior Engineer.
