Essential Job Functions

  • Assists in planning and designing business processes; assists in formulating recommendations to improve and support business activities.

  • Assists in analyzing and documenting client's business requirements and processes; communicates these requirements to technical personnel by constructing basic conceptual data and process models, including data dictionaries and volume estimates.

  • Assists in creating basic test scenarios to be used in testing the business applications in order to verify that client requirements are incorporated into the system design.

  • Assists in developing and modifying systems requirements documentation to meet client needs.

  • Participates in meetings with clients to gather and document requirements and explore potential solutions.

  • Executes systems tests from existing test plans. Assists in analyzing test results in various phases.

  • Participates in technical reviews and inspections to verify 'intent of change' is carried through phase of project.

Basic Qualifications

  • Bachelor's degree or equivalent combination of education and experience

  • Bachelor's degree in business administration, information systems, or related field preferred

  • Three or more years of business analysis experience

  • Experience working with the interface of information technology with functional groups within an organization

  • Experience working with business processes and re-engineering

  • Experience working with computer programming concepts and basic language

  • Presentation skills to communicate with management and customers

  • Personal computer and business solutions software skills

Responsibilities of the Temporary Business Analyst * Serves as a liaison between business users, external stakeholders, and Information Technology staff, in defining and documenting information regarding e-citation processing at SCDMV and other external entities. * Responsible for implementing changes required by law and/or enhancements to functionality of business units within the Driver Services units of the South Carolina Department of Motor Vehicles as it relates to ticket triage. * Works with business users and other business analysts, assists in assigning priorities for development activities. * Provides independent support by developing and executing test plans related to expertise area, for both system test and regression test levels. * Serves as subject matter expert for both system test and regression test levels. * Assists in verification of business process documentation, highlighting areas which require updating and working with appropriate staff to ensure updates are done in a timely manner. * Provide support to Policy and TCM Trainers and help ensure that policy and training material is accurate and that system changes are communicated effectively and in a timely manner to end users. * Works with external stakeholders to define business specifications for interfaces between stakeholders and agency systems. * Perform other duties as required. Minimum and Additional Requirements Minimum Requirements * A bachelor's degree and relevant program experience. An equivalent combination of education and relevant experience may be accepted with prior Division of State Human Resources approval. Additional Requirements * Knowledge of methods and techniques of system analysis. * Experience in Phoenix application and/or UTT processing * Demonstrated ability to analyze operations and organize component parts into logical systems; ability to follow through technical instructions and requests. * Proficient in all Microsoft products to include Word, excel, Microsoft Project and PowerPoint. * Receives general guidance from Director/Deputy and management team. * Exercises professional judgment and discretion.
