This highly responsible position in the Financial Management section involves analyzing and interpreting accounting and other information systems. The primary duties of this position include: preparation of annual financial statements, development of accounting policies and procedures for the department, training and technical assistance. Specific duties include the following:

Work as the lead analyst in the preparation of annual financial statements for submission to the Department of Financial Services, as mandated by the Legislature. Acts as the liaison with other agencies to resolve any financial statement issues. This position will also provide training on an as needed basis.

Reviews and rewrites Accounting Policy and Procedures.

Monitors FLAIR reports (MAATYPXX, MAGLINVL, TBFUND, MAFNDOUT, etc.) to ensure problems are resolved in a timely manner. Communicates problems and solutions to supervisor and end user as required. Reconciles transfers with the Department of Financial Services' Information Warehouse (IW) monthly/quarterly to FLAIR.

Completes special projects and performs other related duties and assignments, as required.

Analyze summarized balance sheet (AGNCYBS) from DFS, Reconcile GLCs, reclassify GLC transfers, update year end schedule, assist with FIS password resets, and monitor error reports daily or, as needed.

Provides technical assistance to department staff concerning accounting policies, procedures and systems.

Assists the Security Coordinator for the Office of Policy and Systems and Contract Administrative Monitoring. Lead for the Security Policy and Risk assessments annual report.

Develop and maintain the procedures, forms and other documentation for financial statements and ensures they are updated to the Intranet. Security Policy and Risk Assessment coordinator for the Financial Management Section.

Provides consultation, analysis and training as required in the areas of FLAIR, FIS, internal accounting and Accounts Receivable/Accounts Payable Financial Statement Forms System. Responds to accounting or systems related questions or problems by telephone or electronic mail and provides technical assistance by defining the problem, recommending solutions and reporting activities to supervisor.

Complete special projects, performs other related duties and special projects, as required.

Required Knowledge, Skills, and Abilities:

Knowledge of data processing principles, practices and techniques applicable to large-scale computer system. Knowledge of accounting policy, practices and procedures.

Detail knowledge of FLAIR. Knowledge of basic management principles.

Qualifications:

Minimum - Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook); Auditing, analyzing, and reconciling data.
