L3 Technologies - Advanced Laser Systems Technology (ALST) is a world leader in the development and production of advanced laser rangefinders, designators, targeting systems and components. Based in Orlando, FL, ALST supports all branches of the United States Military, allied nations, OEM customers, border security and development labs.
The Program Manager will be responsible for managing a portfolio of production programs and/or projects. This position requires the individual to be capable of handling a broad range of competing priorities on a daily basis. The incumbent will be responsible for the cost, schedule and technical performance of his/her programs and/or projects, ensure that customer requirements are met and direct all phases of the programs and/or projects within their span of control from inception through completion. He/she will be the primary customer contact for program activities and will be responsible for developing new business within their product portfolio. The Program Manager works closely with the ALST Leadership Team to identify risks within their programs as well as developing and leading risk mitigation activities.
ESSENTIAL DUTIES & RESPONSIBILITIES
Provides overall direction for assigned projects/programs over the entire production life cycle.
Responsible for the cost, schedule, and technical performance of programs.
Manages and leads proposal efforts arising from new customer requirements through, contract negotiation and award.
Acts as primary customer interface for all program aspects and leads program reviews to discuss technical, cost and schedule activities.
Establishes program schedule to include the development of Work Breakdown Structure (WBS) and Integrated Master Schedule (IMS) and manages scope to ensure continued alignment with contract requirements and budgets.
Monitors and assesses program performance against plan (schedule and financial), identifies risk via risk register and manages per risk mitigation plan.
Develops and implements root cause/corrective action when necessary to initiate program changes.
Develops and directs the program team to include resource allocation and management.
Understands the role and responsibility of each program team member, and through expert communication and leadership skills, establishes a common understanding among team members on scope, schedule, and financial objectives.
Works with Contracts and Supply Chain organizations to manage programs subcontracts via proper flow-down of requirements.
Maintains product design and configuration to ensure compliance with product specification, customer requirements, legal requirements, and company standards.
Evaluates and approves design changes, specification and Bill of Materials (BOM) changes, and drawing package release.
Controls expenditures within the limitations of the project budget and regularly reports on project budget to actual performance via the Estimate at Complete (EAC) and Estimate to Complete (ETC) process.
Works within the established program reporting structure, providing a concise and accurate program status as well as necessary financial reports.
Continuously identifies program growth opportunities through the capture of funded development and new or adjacent business opportunities.
Delivers and communicates the committed business case and provides senior management with the information necessary to manage the business via internal program reviews.

EDUCATION AND EXPERIENCE
KNOWLEDGE SKILLS AND ABILITY
In depth understanding of U.S Government export rules and regulations as stipulated by the Department of State's International Traffic in Arms Regulations (ITAR). Well-versed in the rules and regulations of both Foreign Military Sales (FMS).
Proven success in a fast paced development and manufacturing environment and possess a willingness to take ownership, accept accountability, and thrive under pressure.
Possess exceptional communication (both oral and written) and listening skills, with a strong orientation to details, and the ability to make quick, informed decisions.
Strong relationship building skills at all levels of an organization and the ability to work effectively across functions within a matrix environment.

Earned Value Management System (EVMS) and Material Resource Planning (MRP) experience.
Experience in continuous improvement environment including root cause evaluation and corrective action reporting.
United States citizenship required.
Ability to obtain a security clearance
Ability to obtain and maintain a valid U.S. Passport.
Able to travel nationally / internationally on an as needed basis.
Able to work weekends and evenings as required to meet company objectives.
