Major Functions

The County of Volusia is seeking a Production Coordinator to join our Community Information team. This position is located in DeLand, Florida and will perform technical work coordinating videography, photography, audio/visual services, and/or electronic media for the County. Candidate will be responsible for setting up and operating audio/video equipment at public meetings, presentations, events, and news conferences; installing equipment such as microphones, sound speakers, video screens, projectors, video monitors, recording equipment, connecting wires and cables, sound and mixing boards. Candidate must be able to work flexible hours to include nights and weekends. Having met the minimum requirements, the preferred candidatewill have at least five (5) years of experience in audio/visual or communications related experience for program production; and be proficient in using Adobe Premiere Pro and Adobe Photoshop.

Illustrative Duties

Photography/Audio/Visual Services assignment

  • Plans, shoots and edits videos, as well as television productions and photography.

  • Operates audio/video equipment pertaining to public meetings and events and television and video equipment including cameras and computerized editing systems.

  • Produces, directs, and edits county video productions for the purpose of informing the general public about the county's services, policies, programs, future plans, and current events that affect the county and its residents.

  • Serves as designated videographer for Volusia County Government for publications and news releases.

  • Coordinates set up and break down of audio/video equipment for public community meetings/workshops including County Council meetings.

  • Operates, maintains and coordinates repairs of audio/visual equipment at the Council Chambers, Training Rooms in the TCK Admin, Court House, Beach Services, Emergency Operations Center and other locations as assigned.

  • Operates studio and field video cameras including switchers, mixers, videotape recorders, edit controllers, character generators and dimmer boards.

  • Operates video and television editing equipment.

  • Assists with set design and set up of on-location shootings.

  • Interacts with other county departments/divisions and acts as a consultant on video and television production needs.

  • Assists with video and television production.

  • Performs video and audio dubbing.

  • May train and supervise subordinate personnel.

  • Attends work on a regular and consistent basis.

  • Must adhere to Federal, State, County and Local ordinances.

  • Responds to emergency situations.

  • May be assigned to other locations based upon operational needs.

  • Performs other duties as assigned.

Video Production assignment

  • Produces, directs, and edits county video productions for the purpose of informing the general public about the county's services, policies, programs, future plans, and current events that affect the county and its residents.

  • Produces video programs concerning training, communications, and public relations for other county divisions.

  • Produces programs from format conception through final production.

  • Operates video equipment, lighting and audio while conducting interviews.

  • Assesses the county's current and future video requirements.

  • Writes specifications for audio visual equipment.

  • Designs and builds sets.

  • Sets up lighting equipment.

  • Edits video.

  • Supervises subordinate personnel assigned to video production.

  • Responds to and assists with emergency public information responsibilities.

  • Attends work on a regular and consistent basis.

  • Must adhere to Federal, State, County and Local ordinances.

  • Responds to emergency situations.

  • May be assigned to other locations based upon operational needs.

  • Performs other duties as assigned.

Minimum Requirements

Bachelor's degree in Broadcast Journalism, Communications, Electronics, Visual Arts, or related field, and two (2) years experience in audio/visual or communications related experience for program production. Must possess and maintain a valid Florida driver's license. The preferred candidate,having met the minimum requirements,will have atleast five (5)years of experience in audio/visual or communications related experience for program production; and, be proficient in using Adobe Premiere Pro, Adobe After Effects and Adobe Photoshop.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Knowledge, Skills & Abilities

All assignments

  • Knowledge of available equipment to do the job.

  • Knowledge of still photography, video graphics, studio lighting, and audio productions.

  • Knowledge of and proficient in using Adobe Premiere Proand Adobe Photoshop.

  • Ability to design and build sets.

  • Ability to write specifications for audiovisual equipment.

  • Ability to operate applicable equipment.

  • Ability to perform work without direct supervision.

  • Ability to schedule and manage concurrent projects and programs.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to establish effective working relationships.

  • Must be able to work flexible hours including nights and weekends.

Audio/Visual Services assignment

  • Knowledge of audio/visual technology and video program production.

Video Production assignment

  • Knowledge of video program production.

  • Drone experience with license is a plus.

ADA REQUIREMENTS

Physical Demands: Ability to hear, lift (50 lbs.), stand, grasp, crouch, climb, turn, walk, pick, reach, push, pull; manual dexterity; visual acuity to operate audio/video equipment, peripheral vision. Ability to traverse uneven, broken or wet terrain. Ability to tolerate heights and continuous motion resulting from scaffolding, helicopters, airplanes, boats, auto/trucks.

Environmental Demands: Both inside and outside work. Ability to tolerate inclement weather, heat, humidity, odors, cold, dust, noise fumes. Exposure to closed, confined spaces and chemicals.

Mental Demands: Ability to read and comprehend technical and professional journals and manuals; letters, memos, safety instructions, newspapers, periodicals. Ability to perform shop math and basic math. Ability to review scripts, write memos, reports, letters, instructions and procedures. Ability to speak publicly; conversant in theory and practices of discipline.
