Position Summary:

This position is responsible for the management of the producer (agent / agency) licensing function of the Kemper Property and Casualty Division. This includes the management of all producer licensing staff. This position is required to develop and oversee processes and procedures to ensure compliance with state licensing and appointment requirements. This position is also responsible for interfacing with the sales, marketing and product departments to ensure all business processes are aligned with our business objectives.

Position Responsibilities:

  • Oversee the producer licensing function, including the day to day management and training of the producer licensing staff.

  • Develop, implement and monitor procedures and processes involving producer on-boarding, producer code set-up and changes, state licensing and appointment verification, as well as related producer terminations.

  • Responsible for assuring all appointments and terminations are performed in accordance with state laws and company policy.

  • Establish, implement and monitor unit quality assurance program to ensure compliance with designed workflow processes, policies and procedures

  • Maintain the integrity of the producer databases and records.

  • Review recent proposed changes by regulatory agencies to determine potential impact on Company processes and procedures related to producer licensing.

  • Assist with the implementation of regulatory and legislative changes impacting the producer licensing department.

  • Consult with business groups and the compliance / legal function to assist with the identification of resource issues and/or prospective process changes driven by strategic initiatives or regulatory changes.

  • Respond to and follow up on criticisms pertaining to producer licensing discovered in market conduct examinations and agency/carrier audits.

  • Works directly with appropriate personnel for producer licensing initiatives to understand, develop, define, create and maintain project objectives.

Position Qualifications:

  • Bachelor's degree

  • A minimum of 5 years of related management experience in an insurance company required.

  • Strong leadership, project management and relationship management skills required.

  • Understanding of property casualty distribution channels, particularly the independent agency channel.

  • Ability to work effectively across multiple levels within the organization required.

  • Proficiency with spreadsheets, database applications and document management

  • Demonstrated skills working with and drawing conclusions from data / management information.

  • Effective communication skills.

  • Ability to manage projects involving planning, coordinating and execution.

  • Strong attention to detail, documentation and organization skills.

  • Some travel required

We just need you to bring your professional customer service and typing skills to our team. Prior Insurance Agency Licensing appointment experience a plus. PURPOSE OF POSITION: Serves as point of contact for analysis, collection and daily maintenance of all agency and agent data inclusive of appointing agencies/agents with State Departments of Insurance. Provides information for assigned state related data calls for agencies/agents, e.g., Market Conducts, Administrative Actions and other required information. Analyzes need for required information for assigned states for agency and agent databases. Serves as contact point and responds to requests for information from Company personnel, agencies and agents as relates to agencies and agents. SPECIFIC ACTIVITIES: * 1. Analyzes all new set-ups, additional office locations and appointments for completeness, compliance and need for additional information. * 2 Manages daily workflow via Producer Express (PX), Producer Manager (PM) and Agency Files Online (AFO) for new set-ups, agency status changes by state, ownership changes, appointment requests, agency EFT banking information, all commission entries, all demographic changes, and maintenance of 1099 information for Accounting. * 3. Analyzes auto-exception errors in PX; manually correct with PM/Compliance Express (CX), Agency Licensing Front end (ALF), National Producer Data Base (PDB) or State website. * 4. Analyze National and Special account set-ups to determine correct programs, commissions and EFT information in which to effect a new appointment via ALF system. * 5. Analyzes which company, program, contract and system in which to effect a new appointment based upon Company/Status/Program spreadsheets and assigns code numbers for all agency additional office set-ups and agency sales via ALF system. * 6. Analyzes appointments of agencies/agents via PM, ALF or State Agent Website to avoid duplication of Appointment and Billing costs. * 7. Downloads Business Development, Product Management and agency's email requests for information into AFO as new work to be processed. Researches and prepares bar-coded "Cover Sheet" for back scanning into AFO; assigns proper company, producer & sub-producer number properly for Imaging Department. * 8. Responds to all calls received for agency information, any State, any Company. Provides information and advises Senior Agency Licensing Specialist and Supervisor on inquires that require action from other units within the Company. * 9. Works with Senior Agency Licensing Specialist to ensure timely and accurate submission of agency licensing check requisitions, fees and forms for all company appointments, terminations, and State Renewals in compliance with State Regulations for States that require manual processing. * 10. Responds to telephone requests from agents, BDRs, Product Managers, internal CSCs, PSCs, Claims, Legal and Accounting personnel for agency status confirmations or reproduction of contracts, licenses, EFT, opening codes for processing of endorsements for closed codes. Diary system used to close codes back after 24 hrs. * 11. Maintains PM database and/or manual files and spreadsheets required by states on all agent or agency licenses by assigned state. Maintain files by State and Company for all State Regulations, forms, and Bulletins relative to these states. * 12. Assists with analysis and provides information to Senior Agency Licensing Specialist from Company/Program Status Report vs. PM Policies In Force Monthly Report each quarter for their state responsibilities assigned to identify all zero producing agencies with NNB or NR status to request final approval to close codes/terminate appointment fees. * 13. Responsible to follow current State Guidelines in their specific state assignments for determination of use of contract days or statutory days when terminating agencies. * 14. Processes all terminations of appointments via Compliance Express (Sircon Electronic Licensing Vendor); must be performed after agency termination. Analyze ALF and/or TG System and Infinity Mainframe agency data to terminate all companies; notify individual agents that their appointments for each company affected have been terminated with the state(s). * 15. Provides support to field personnel during new product campaigns inclusive of National Account Development and Specialty Products. * 16. Provides agency Loss Ratio Information, Written Premium, Policies In force, E & O records, RMA, and Non-Renewing of Policyholders where agency status is terminated in coordination with IT. * 17. Requests background check for "new agents" to be appointed, to include Infinity Plus conversion, for all Infinity companies all states. Rule out representation in another company within organization. * 18. Maintains various internal records and reports as needed for reporting. * 19. Informs Senior Agency Licensing Specialist or Supervisor of all State Requests, Agency Garnishments, and State Department of Insurance Adverse Actions and sets an Agency Alert Option for BDRs or PM. * 20. Analyzes data as needed to link and assign codes in ALF which feeds into Agency Contact Management System building agency hierarchy files, all Companies, all states. * 21. Must have regular predictable attendance. 22. Performs all other duties or special projects as assigned. SPECIALIZED KNOWLEDGE AND/OR SKILL REQUIREMENTS: 1. Three or more years of clerical experience. 2. Typing at 35 wpm with less than a 5% error ratio is required. 3. Basic knowledge of Microsoft Word, Excel, and Internet. 4. Good written and oral communication skills required to represent the Company professionally. Uses clear diction and good grammar at all times. 5. Ability to analyze and properly interpret company/state licensing procedure manuals in order to provide internal/external contacts with accurate and timely information. Develops and maintains detailed knowledge of licensing and appointment laws in assigned states. 6. Good organizational skills required. 7. Above average initiative and independent thinking skills preferred; must be able to work without direct supervision.
