Responsibilities

Procurement Technician/ PD#10047-A

  • Works within established policies and procedures to complete a wide variety of administrative tasks (e.g., performing market research, pre-award surveys, past performance reference checks).

  • Conducts and documents market research to identify small, disadvantaged, veteran, disabled veteran and women owned business concerns and for relaying information obtained to appropriate acquisition managers.

  • Recommends payment or nonpayment of contracting invoices based on evaluation of contractors' progress and initiating paperwork process.

  • Gathers and organizes contract information as requested by the procurement staff (e.g., documentation required for pre-bid meetings, wage rate requests, etc.).

  • Prepares for signature, distributes and files routine administrative documents at the request of the acquisition staff (e.g., SBA Offering Letters, Award Letters).

  • Performs a full range of administrative functions in support of the Network Contracting Office (NCO) within the NCO along with support to its customer base with continuing responsibilities for ensuring that the daily operational functions are carried out as efficiently and effectively as possible.

  • Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT:

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees and have held a General Schedule (GS) grade at any point in the last 52 weeks must also meet time-in-grade requirements. For a GS-07 position, you must have served 52 weeks at the GS-06 level.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Knowledge of the various steps and procedures required to provide a full range of procurement support related to recurring or standardized buys for commonly used supplies or services.

  • Knowledge of various procurement processing procedures to support purchase transactions.

  • Knowledge of frequently used and clearly stated procedures and regulations to respond to recurring questions

from vendors, agency or activity personnel, customers, and others.

  • Knowledge of related functional areas, such as supply or finance, to investigate and resolve errors of shipment overage or shortage, delays, incompatible information, or other similar discrepancies using well-established approaches.

Education is generally not applicable at the GS-07 level, but graduate education may be credited if the education is directly related to the work of the position.

Required Qualifications* Strong candidates will have prior purchasing experience with a concentration of skills in leading sourcing projects, the negotiation of contract terms and conditions as well as in supplier management, development of RFP/RFQ specifications. In addition, the chosen candidate will have proven experience in leadership and supervision of people.
