The incumbent serves as a Procurement Technician (PT) on a Contract Administration, Engineering, or Quality Team and is assigned a group of less complex contracts for which contract administration duties are performed.

  • Technical support to team members and assigned customers.

  • Maintains contact with customer and contractors under established contracts in order to discuss and attempt to resolve difficulties related to scheduling deliveries, availability of goods and meeting terms of purchase agreements, etc.

  • Discusses changes in contract terms when they do not involve price changes or have an impact on the contractual package.

  • Reviews, updates and maintains all agency databases, including the MOCAS database.

  • Conducts data integrity of MOCAS and documents the need for corrections, which are outside the technician?s authority to correct.

  • Identifies contract or database anomalies and routes to appropriate functional specialist for corrective action.

  • Applies knowledge of contract data compilation, reporting practices, and skills in automated databases and spreadsheets to perform data acquisition, verification, retrieval, compilation, and reports generation.

  • Uses agency databases and spreadsheets to review contract administration, late deliveries, contract expenditures, and other similar data, to generate related reports.

Occasional travel - Business Travel required 10% of the time.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-05. Specialized experience is defined as: Collecting and analyzing information and data for inclusion into reports. Experience maintaining and updating database records and verifying accuracy of information. Utilization of automated databases and software applications for use in compilation, presentation and report development. Review and apply procurement regulations and procedural manuals related to procurement actions.

Education can be substituted for experience.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-05.

Our Buyers are responsible for quotation activities, negotiations, selecting qualified suppliers, seeking alternate suppliers (when applicable), supplier negotiations (price, schedules and terms & conditions, to include software licenses), documentation write-up, and post-award management associated with Teaming Agreements, Long Term Agreements, Time & Material, and FFP subcontracts for COTS and labor procurements that meet the criteria of a Certified Purchase System Review (CPSR) accredited purchasing system. You will work with the Program to identify and qualify new suppliers to meet customer requirements on new and existing task orders. As a Buyer, you will interface with multiple project managers, prime contract administrators, and the management of numerous subcontractors. Responsibilities: * Lead formal negotiations (price, schedule, and supplier exceptions) to contractual requirements. * Perform and comprehend price analyses, source selection/justification * Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary. * Actively manage the procurement process from order placement through receipt of products and subsequent payment of invoices. * Actively manage supplier performance through consistent communication to ensure proper adherence to purchase order terms and conditions * Participate in the invoice approval process to ensure that supplier invoices are in accordance with purchase order terms and conditions, and resolve issues as necessary. * Review proposals, negotiates prices and terms, selects or recommends suppliers, analyzes trends, follows up on orders placed, verifies delivery, approves payment, and maintains necessary records. * Prepares bid packages * Provides procurement support for proposal efforts as required * Maintain a working knowledge of Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement (FAR/DFARS) Boeing is the world's largest aerospace company and leading manufacturer of commercial airplanes and defense, space and security systems.
