The Lead Procurement Specialist spearheads the procurement of highly complex or unusual, technical or high dollar value materials, supplies, equipment and services necessary for the operation of the organization. Evaluates bids, selects and recommends suppliers and negotiates price, delivery, quality and service.
This position is located in Crane, Indiana, just outside of the Naval Surface Warfare Center.
Duties and Responsibilities
Obtains supplies, materials, and equipment from suppliers at the lowest cost consistent with considerations of quality, reliability of source, and urgency of need.
Contacts vendors, obtains quotations, examines bids, makes awards, places orders, and expedites delivery.
Follows up on all awards until completion of order.
Negotiates and settles with vendors regarding damage claims, rejections, losses, return of materials, overages, cancellations, and other changes.
Maintains files and records of materials, inventories, and deliveries.
Primary liaison between employees or customer personnel and vendors in order to answer questions and resolve problems.
May provide work leadership to lower level employees.
Performs additional duties and responsibilities as assigned.
Education and Experience
Bachelor's degree in related discipline plus at least 8 years of directly related experience, preferably in a government contracting environment or a Master's degree and 6 years of experience.
In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
