Under limited supervision within a self-directed team, performs various purchasing and administrative functions for Central Office staff. Assist in planning, development, and implementation of purchasing processes and quality standards. Research, analyze, and prepare financial reports for the agency. Serves as the liaison between Procurement Services Division and Program Staff. Assists customers in a timely, professional, and culturally competent manner. Supervises the Bureau's Administrative Support staff consisting of two administrative assistants.
Job Responsibilities:
Process daily purchases for assigned program areas. Determine proper procurement method for each purchase. Create and monitor purchase orders (PO's) for delivery and invoicing for payment. Close out completed POs by performing necessary actions in the South Carolina Enterprise Information System (SCEIS).
Monitor and reconcile VISA transaction report. Maintain VISA purchase file to include all packing slips, invoices, etc. and enter budgetary funding information into database weekly.
Work with program staff to develop specifications for goods and services which will be solicited for competition. Serves as liaison between Procurement Services Division and Program Staff.
Attend procurement updates and purchasing trainings as required to maintain certification for the agency.
Process requests for purchase of new vehicles for Bureau. Assist program areas with planning and developing specifications for the purchase of new vehicles. Process all administrative paperwork for Surplus and Recall notices. Accident reporting and repair requests as needed. Process gas and insurance payment in a timely manner.
Other duties as assigned.
Minimum and Additional Requirements
State Minimum Requirements: A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for required work experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: Proficiency with Microsoft Office applications. Coordinate and perform diverse administrative functions. Communicate effectively. Plan and organize daily work and prepare comprehensive reports.

Preferred Qualifications
Previous experience in Procurement.
Knowledge of Purchase Requisition, Purchase Orders, Goods Receipts and Invoice process is desirable.
Ability to analyze and evaluate measurement standards.

DRIVING RECORD: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

This position is part of the South Carolina Department of Health and Environmental Control's Office of Information Technology. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental related functions of DHEC.
