Job Responsibilities

The South Carolina Commission for the Blind is seeking a highly organized and detail-oriented Procurement Specialist II to provide essential support to our team. The ideal candidate will be adept at handling various administrative tasks efficiently and effectively, ensuring smooth operations within the organization. This role requires strong communication skills, the ability to multitask, and a commitment to providing excellent service to both internal and external stakeholders.

Responsibilities of Procurement Specialist II :

  • Creates and manages all Agency assets across multiple programs. Create asset shells and assign/send out asset tags to end users within 5 working business days. Track all asset transfers as well as maintain detailed documentation of all assets.

  • Create, maintain, and distribute the Agency Inventory list for end users to update. Create TIDs timely for all necessary items, auditing all documentation for any discrepancies or missing information.

    Act as the procurement liaison for Surplus Property. Update inventory reports to ensure they depict accurate information.

  • Review Procurement Inbox throughout the day to respond to request or refer to Procurement Manager. File the emails within the filing structure and keep the inbox clear of any emails.

  • Manage purchasing card reconciliation process including obtaining all transaction receipts from card holders, auditing transactions for compliance, ensuring that all receipts are uploaded, and all card holders' certifications and statements are signed.

  • Master Data Report, Weekly Distribution of the OE Report, FedEx Tracking, Amazon Orders, Procurement Inbox for low complexity issues, etc.

  • Process local office payments in compliance with federal and state laws and regulations, and agency policies and procedures in coordination with accounting staff.

  • Sourcing shopping carts. Create purchase orders below $10,000.00.

    Audit purchase orders for compliance with State and Federal laws and regulations. Shopping carts must be acted upon within 3 business days of receipt.

Minimum and Additional Requirements

A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for required work experience.

Additional requirements:

Candidates must have knowledge of procurement laws and regulations. Knowledge of the quality of materials being purchased.

Ability to analyze and evaluate factors in the awarding of contracts. Ability to communicate effectively.

This position requires that the individual have above average organizational skills and be able to work with a minimum amount of supervision. This person must be able to work as part of a team.

Employee will be responsible for meeting all designated productivity standards in a quality manner with minimal supervision. Travel required including overnight stays. Employee may need to lift or transport equipment.
