Raytheon's Intelligence, Information, and Services (IIS) is seeking a Procurement Specialist I professional to support the Material Pricing and CAPA Compliance Team within its Integrated Procurement Solutions (IPS) Organization. This position is primarily responsible for sourcing and acquiring supplier quotes/proposals in support of Department of Defense (DoD) & other government prime contracts as well as overall responsibility of supplier management during proposal stage. Specific duties include: supplier identification, RFQ/RFP generation, quote/proposal analysis, supplier negotiations, documentation, price analysis, supplier follow-up, Bill of Material (BOM) consolidation, and participation in process improvement projects. The successful candidate will need to effectively collaborate with Supply Chain Program Management, Engineering, and other functions as necessary to ensure on-time delivery of compliant supplier quotes/proposals and other cost estimates.

Requirements:

  • Ideally at least one year of applicable Supply Chain experience preferably with contracts and/or proposals in a gov't contractor environment similar to Raytheon

  • Strong written and verbal skills

  • Proven ability to work on multiple demanding tasks simultaneously

  • Must possess strong analytical and teaming skills

  • Experience with MS Office (Advanced Excel Skills)

Desired Skills:

  • Experience in supply chain, sourcing, procurement or related industry

  • Experience with Government procurement/material acquisition

  • Experience with Six Sigma and productivity improvement

  • Experience with SAP, PRISM

Required Education (including Major):

  • Bachelor's Degree in Business Admin, Supply Chain Mgmt. or similar. Or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience)

General Summary: Under general supervision, responsible for carrying our broad assignments involving the sourcing of components and raw materials, requiring extensive or specialized knowledge or experience. Supports the introduction of new products with the objective of sourcing material at the right cost with the right supply chain from the start of production Develops sources of supply where vendors and preferred suppliers are inadequate by leading the Supplier Selection Process in support of NPI. May provide work leadership and train lower level buyers. Duties & Responsibilities: * Works within NPI cross-functional project team playing a key part in the co-ordination and delivery of the New Product Development across the company. * Sources complex direct materials (e.g. die castings, inj moldings, metal fabrications, PCBAs) with suppliers that are capable of meeting the service, quality and cost requirements. Working closely with manufacturing site buyers throughout the sourcing process for new products. * Coordinates with Design Engineering to identify and negotiate cost reduction opportunities on existing and new products, ensuring early DFM feedback from suppliers. * Conducts cost/price analysis for all products under their jurisdiction with emphasis on high dollar and sole source procurements. Establish negotiation strategies. * Maintains positive working relationship with supplier base. Ensures that the Supplier KPI's governing quality, delivery and NPI performance are considered before deciding to source material from a particular vendor. * Ensures that all sourcing is based on negotiated competitive bids as submitted by qualified suppliers and in alignment with Should Cost targets (where available). * Some travel will be required with this role. * Where applicable, please refer to the Company's "Schedule of Authority" in order to identify approved spending levels. Required Qualifications: * Candidate must have or is actively securing a certification in the procurement area (like C.P.M. or CPIM). * A minimum of 8 years of procurement or relevant experience with a Bachelors Degree or 10+ years with an Associates degree or MCIPS * Experience in purchasing technical commodities requiring close interface with engineering. * Successfully demonstrated negotiation skills. * Well versed in cost/price analysis techniques.
