POSITION: Procurement Specialist

LOCATION: Logistical Services

JOB SUMMARY:

The Dougherty County School System is seeking a Procurement Specialist to work in the Logistical Services Department. This individual will access requisitions, manage contracts, and solicit quotations to ensure the district receives the best value. This individual will also be responsible for placing inventory orders, tracking orders and resolving non-conformance issues and price disputes.

QUALIFICATIONS:

• Associate degree in Business Administration or related field;

• Two years or more of purchasing experience preferred;

• Working knowledge of Microsoft Access, Excel, Outlook, Word and Google Drive;

• Mature individual with initiative, good telephone etiquette and communication skills;

• Knowledge of purchasing methods and of the techniques of specification writing;

• Such alternatives to the above qualifications as the Board may find appropriate.

SKILLS AND ABILITIES:

• Ability to proficiently multi-task;

• Excellent communication and organizational skills;

• Excellent mathematical skills;

• Ability to collect, sort, prepare and scan documents, and label them for easy identification;

• Ability to ensure that all records are properly updated, and maintained in an accurate and confidential manner;

• Ability to establish and maintain effective working relationships with DCSS staff and vendors.

PERFORMANCE RESPONSIBILITIES:

• Receives, examines, and processes purchase requisitions;

• Prepares bid specifications and other necessary documents related to the purchase of supplies, materials, and equipment;

• Prepares requisitions for state contract items or locates source of supply, and places orders with appropriate vendor;

• Compares costs and evaluates quality and suitability of supplies, materials and equipment;

• Creates purchase orders from requisitions;

• Assists new vendors with applications and maintains vendor records;

• Confers with vendors to obtain product or service information such as price, availability, and delivery schedule;

• Completes data entry and files paperwork;

• Obtains price quotes for multiple suppliers;

• Prepares purchase orders or bid requests;

• Posts and updates bid information and related documents on DCSS website and Georgia Procurement Registry;

• Issues purchase orders to suppliers and confirm delivery date, quantity ordered and the correct price;

• Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance and inventories;

• Coordinates delivery time of supplies;

• Enters data concerning inventory and order amounts into computer database;

• Ensures inventory is maintained in accordance to school policies;

• Keeps records and create reports regarding supply costs;

• Administers annual vendor performance evaluations;

• Performs other such duties needed or assigned by the supervisor.

REPORTS TO: Assistant Director of Logistical Services

SALARY RANGE: Competitive salary and excellent benefits package in accordance with the DCSS Compensation Guide.
