JOB SUMMARY:
The Procurement Specialist performs intermediate-level accounting work and is responsible for sourcing and procuring materials, equipment, and services for BAC using best-value procurement principles. The specialist develops and executes procurement plans to acquire necessary products and services when and where needed at optimal value for BAC. Using multiple software systems, the specialist collects, records, analyzes, reports on, and maintains the integrity of all relevant departmental data. This includes handling purchasing processes, purchase orders, and records. As the primary purchaser, the specialist regularly communicates with vendors, accounting, project managers, operations managers, and the Director of Production and Logistics.
EXAMPLES OF ESSENTIAL FUNCTIONS:

Develop plans to procure equipment, supplies and services from AbilityOne vendors and commercial sources if special circumstances prevent AbilityOne fulfillment. However, ensure that products ordered still meet requirements. Take advantage of bulk purchasing when economical and storage space is available.
Maintains a list of suppliers capable of rapid delivery. Updates the inventory management database within 24 hours of product receipt. Procures materials and services within budget constraints. Identifies and streamlines suppliers to optimize procurement of goods and services.
Ensures all raw materials are consistent across all contract sites, negotiates with vendors on prices, shipping methods and delivery times.
Generates, maintains and updates purchase orders for raw materials and components and submits them to approved vendor. Closely monitors supplier delivery schedules and maintains vendor score cards.
Routinely communicates with vendors to expedite deliveries when needed to ensure materials availability.
Responsible for maintaining and monitoring inventory level components.
Embodies a positive and cooperative working relationship with suppliers through regular, initiative-taking communication.
Ensures that goods purchased match the invoice received.
Maintain all files in the company share drive in an organized manner to allow cross functional use.
Assisting with inventory counts as needed.
Monitors inventory to ensure flow of goods remains positive.
Maintains documentation of all purchases and vendor communication.
Prepares any documentation needed by the Director, Project Managers, and Operations Managers.
Works with the Director and the Project Managers to help establish use and purchasing projections.
Schedules and tracks all preventative maintenance for all equipment, tools, and machinery across BAC.
SUPERVISORY RESPONSIBILITY:
MINIMUM QUALIFICATIONS:
Bachelors degree in related field.
2 yrs. related experience.
An equivalent combination of education, certification, training, and/or experience may suffice for the above requirements.
Must satisfy Florida Department of Children and Families (DCF) Level 2 background screening requirements. May be required to have or obtain additional formal industry certification(s) based on area of assignment.
Must be able to pass a pre-employment drug screening.
PREFERRED QUALIFICATIONS:
In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of purchasing procedures and inventory control procedures.
Knowledge of principles and processes for providing outstanding customer service.
Ability to operate a computer and create documents using Microsoft Office Suite and applicable department/organization specific software.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to establish and maintain effective and collaborative working relationships with those contacted in the course of work.
Ability to organize work for timely completion.
Ability to regularly attend work and arrive punctually for designated work schedule.
Ability to communicate effectively orally and in writing.
TRAVEL:
No travel is expected for this position.
WORK AUTHORIZATION/SECURITY CLEARANCE (IF APPLICABLE):
Must be authorized to access and work on government installations.
PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time sitting at a workstation and utilizing a keyboard.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, heat, cold, rain, fumes).
SENSORY REQUIREMENTS:
Some tasks require manual dexterity, in addition to visual and hearing acuity.
