OMES is seeking a full time, unclassified Procurement Outreach Liaison located in Oklahoma City. This is a full time unclassified position in state government. The Central Purchasing Procurement Outreach Liaison is responsible for (1) research and development of new markets for utilization of statewide purchasing opportunities, (2) serving as a liaison with suppliers for consistency of process in becoming a supplier with the State of Oklahoma, (3) being an active partner in problem solving supplier/agency/affiliate issues, (4) apprising suppliers/agencies/affiliates of appropriate procurement opportunities and resources. This role is pivotal in the Office of Management and Enterprise Services Central Purchasing Division's (OMES CP) interactions with the portfolio of suppliers of services and goods, state agencies, affiliates and national cooperative purchasing organizations and to provide consistency of customer service.
Analyze trends and market conditions for the present and future strategy requirements of goods, services and third-party opportunities.
Research and develop new markets for utilization of statewide purchasing opportunities.
Identify purchasing needs in relation to new statewide or cooperative opportunities.
Define contract recommendations that support business goals, in collaboration with senior management and stakeholders.
Create joint partnerships with state agencies and affiliates to identify needs and opportunities to reduce the cost of acquisitions through statewide initiatives.
Represent agency at various meetings; serves on special committees, make recommendations to purchasing related issues, concerns, or topics.
Serve as a resource to national cooperative purchasing organizations.
Advise supplier/agency/affiliate personnel concerning purchasing policies and procedures; conducts public relations activities.
Assist in assessing contract portfolios for market penetration, cost savings and cost avoidance.
Incorporates lessons learned with training personnel.
Assist with resolving supplier/agency/affiliate disputes.
Demonstrate knowledge of and support of mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
Must function effectively within a team environment, participating and assisting their peers.

Education and Experience
Bachelor's degree in marketing, business, or a related discipline with at least 3 years' experience in developing and implementing marketing strategies and programs or equivalent work experience.
Valued Skills and Experience
Knowledge of marketing techniques and programs. Ability to develop, implement and manage multiple projects and plans; to conduct needs analyses related to product/service development, sales support and marketing efforts; to communicate effectively both orally and in writing; to manage customer and public relations; to conduct agency/affiliate/supplier trainings.
Required to achieve certification as a State of Oklahoma Procurement Officer or must attain certification within one year of employment.

Title 62 - Oklahoma State Finance Act;
Must have knowledge to perform job duties in compliance with state statutes.
Knowledge of and apply appropriate procurement ethics in all duties.
Must have a valid driver's license and maintain a clean driving record.
Must possess a positive and professional attitude.
Physical Demands and Work Environment
This position works a large percentage of the work day on a telephone, computer or in person with state agencies, affiliates and current suppliers and potential suppliers to the State. Ability to perform job duties on a computer and telephone for 6-8 hours per day is necessary.
