Job Duties
The Procurement Officer has oversight for a variety of the agency's procurement activities. The purpose of this position is to serve as a Procurement Officer under the supervision of the Procurement Manager with the Planning and Finance Department for the centralized contracting and procurement activities of the Department of Wildlife Resources (DWR) and the DWR Executive Board as required. The position conducts a variety of procurement activities to include the purchase of goods and services; contracting and contract administration; material handling services and ordering expediting from vendors to users, all to support the operating programs of the agency.
The incumbent in this position will be required to complete a Statement of Personal Economic Interests as a condition of employment, per the Code of Virginia §2.2-3118.2.

Minimum Qualifications
Knowledge of procurement law, including the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), VITA Buy IT Manual, internal procurement policies and procedures, and procurement principles and practices including approved methods of procurement, supplier diversity requirements, specification package development, contract management and administration principles and small purchase programs.
Knowledge of electronic accounting and purchasing systems, specifically Cardinal and eVA.
Knowledge of FOIA principles related to procurement activities.
Performs work of considerable difficulty in the solicitation and execution of complex procurement contracts and review of procurement and material procedures and activities.
Applies knowledge in developing contracts for the provision of goods and services.
Frequent contact with agency management, vendors, other state agencies, and procurement customers.
Complete knowledge and application of best practice contract management and administration principles.
Collaborates effectively with team members and customers to ensure successful procurement activities.
Requires significant knowledge and use of statewide central electronic procurement system, financial systems, and warehouse management systems.
Effective interpersonal skills and the ability to communicate effectively both verbally and in writing.
Ability to handle multiple tasks, establish priorities and meet rigid deadlines.
Ability to work collaboratively with all levels of agency staff.
Skilled in use of Microsoft Office Suite software applications, including Word, Excel, PowerPoint, Outlook, and Internet Explorer.
High School Diploma or Equivalent.
Must possess a Virginia Contracting Associate (VCA) certification, with ability to obtain the Virginia Contracting Officer (VCO) certification within 12-months of hire.
Must have experience with Commonwealth of Virginia procurement and purchasing processes, policies and practices to include experience with the acquisition of Information Technology goods and services in accordance with the VITA Buy IT Manual.
Additional Considerations
May also require considerable knowledge of contract law and negotiation strategies.
May require knowledge and use of agency specific resource planning systems.
VCO, CPM, CPPO, CPCM or other purchasing certification is preferred.
