Function

The Procurement Officer Senior is responsible for providing advanced level procurement and contracting expertise and consultation in support of all procurement needs and requirements in a cost efficient and timely manner as required to operate CLT Airport efficiently.

Summary

Reporting to the Supply Chain Manager, the Sr. Officer coordinates solicitation processes, contracting, and purchasing activities. The individual in this role provides project planning and management services and assists with the development of specifications and scope as part of a team responsible for administering approximately $180+ million annual operating budget and approximately $300+ million annual Capital Improvement Project Program.

Independent judgment and initiative are to be exercised within established guidelines to complete assignments. The work involves extensive contact with the public, airport tenants, local government peers, and co-workers. The scope of work is performed independently and evaluated by review of records, reports, and discussions. The Sr. Procurement Officer leads special project initiatives, recommends and assists with development of processes and procedures, and develops and implements process improvements. Supervising lead and/or supervisory staff is a component of this position.

Major Duties and Responsibilities

  • Supervises, trains, guides, and manages the performance of aviation procurement activities and staff. Prioritizes and delegates balanced workload among staff

  • Facilitates solicitation processes through contract award and execution, including the development of solicitation and contracting documents

  • Provides expert and strategic consulting that yields value added solutions to high-level staff and leadership within various aviation departments.

  • Identify continuous improvement opportunities including new business processes and office procedures and methods as needed for use by staff performing procurement related activities

  • Serves as subject matter expert in government solicitation and contracting terms and conditions including but not limited to Federal Aviation Regulations, Federal Uniform Guidance and North Carolina General Statutes for competitive bidding

  • Supervises staff to ensure work completion and maintenance of standards

  • Reviews contracts and provides consultation regarding the use of alternative delivery methods

  • Provides secondary contract administration, monitoring and reporting as needed

  • Represents the City of Charlotte in dispute resolutions and works to ensure strong contractually guided professional relationships with all vendors, contractors, services providers, subcontractors, and consultants. Responds to concerns raised during scope, specification development, or project planning.

  • Uses data such as process maps, process gap assessment, and data metrics analyses to plan and implement compliance strategies, risk mitigation, and process improvements

  • Works with compliance teams to develop reporting capabilities to support goals and maintain ethical and reasonable processes

  • Assists with advanced reporting, data mining and analytics, compliance oversight, and strategic leadership

  • Interfaces with the Charlotte Business Inclusion and Disadvantaged Business Enterprise programs to ensure minority and small business inclusion in contracting activities

  • Performs other duties as assigned

SUPERVISORY RESPONSIBILITIES

Work requires supervising and monitoring performance for a regular group of employees (2 or more full-time employees). This includes conducting performance evaluations, setting work objectives, determining work effectiveness, and realigning work as needed, and key involvement in hiring/disciplinary actions.

Preferred Qualification

  • Master's Degree with 3 years of relevant experience or a bachelor's degree with 5 years of relevant experience in procurement and solicitations processes.

  • Supervisory experience with at least 5 years managing procurement or supply chain activities.

  • Airport Supply Chain experience.

  • Valid professional certifications (ex. CPSM, CPP, CSCP) are preferred.

Minimum Qualifications

High school graduate or equivalent and five years relevant experience.

Or

Associate's Degree and three years relevant experience

Conditions of Employment
