DESCRIPTION

Department of Arts, Culture and History / Division of Culture and History, Kanawha Co. - Under the supervision of the Director of Administration, oversee all procurement of the Division of Culture and History, including the five sites and the culture center; coordinate procurement activities and processing necessary to maintain supplies, equipment and services, construction, and the efficient operation of the division; ensure that all purchasing transactions are in compliance with state purchasing rules and guidelines, state code and federal regulations; prepare purchasing documents such as requests for quotations, requests for proposals, requests for information, expressions of interest and design/ build contracts. Schedule and attend pre-bid on all final documents and contracts; develop extensive purchasing and vendor contacts, both internal and external to state government; use discretion and independent judgment to select cost-effective goods/services within prescribed parameters; consult with other staff as needed on purchasing matters; track expenditures, commitments and purchase orders and notify staff/directors of any concerns or problems; process purchasing documents in accordance with state guidelines while ensuring staff requests are met in a timely manner; coordinate financial matters with the director of administration; assist director of administration in developing commodities or services provided by vendor to assure conformity to user specifications; establishes and/or maintains an inventory control system and a records retention and disposal system including surplus property and fixed assets recommends policy changes and/or policies in the area of property control, acquisition and/or management; coordinate and maintain all maintenance and rental contracts; prepares technical or statistical reports.

Must have knowledge of the state purchasing laws, rules and regulations; knowledge of purchase requisitions, bidding procedures; purchase orders, special authorizations and other methods to secure goods procedures; knowledge of records retention and disposal; ability to establish and maintain a congenial working relationship with a variety of employees and general public; ability to communicate both orally and in writing; ability to operate computer terminal and general office equipment. Other duties as assigned. A successful criminal background check may be a condition of employment.

MINIMUM QUALIFICATIONS

Training:

Graduation from a standard high school or the equivalent.

Experience:

Four years of full-time or equivalent part-time paid experience in volume purchasing, property control, specification writing or product analysis, as a buyer or procurement officer functioning in a supervisory or lead worker capacity.

Substitution: Successful completion of college courses or business school courses may be substituted for the experience on a year-for-year basis.

Nature of Work: Department of Commerce / Lottery Commission, Kanawha County – LOT2018S4: Under general supervision, performs a variety of unskilled and semi-skilled work in connection with the maintenance and repair of state facilities. May assist a skilled worker in performing carpentry, plumbing, electrical, masonry, ac repair and other maintenance work. May be used for lead work positions in other maintenance related areas. Must have knowledge of the standard methods, practices, tools and equipment used in maintenance work. Must have knowledge of the occupational hazards and related safety procedures with ability to safely operate tools and equipment used in routine building maintenance. Must have knowledge of cleaning methods and procedures and the ability to determine materials needed for a specific task. Must have ability to understand and follow oral and written instructions. May deliver mail, but not limited to the operating of mailing equipment, messages, and packages and run other errands as needed. Performs manual labor, custodial work, and grounds work. May be required for transporting equipment, supplies etc. and set up of equipment to various locations around the state for different Lottery functions, and assist as needed.
